This is a sole source acquisition to Kinemetrics, Inc. prepared in accordance with FAR 5.203. However, IAW FAR 5.201, all proposals submitted will be reviewed. This procurement is below the Simplified Acquisition Threshold for commercial products. The equipment manufactured by Kinemetrics is Y2K compliant and is compatible hardware for use with the Network Management System being operated by the National Strong-Motion Program data centers. Compatibility is crucial: these near-real time data are used to generate earthquake hazard maps during the first minutes to hours after damaging earthquakes for use by emergency response agencies. It is critical to the success of the program to purchase Kinemetrics, Inc. systems for the duration of this network upgrade. This is also a combined synopsis/solicitation for commercial items prepared in accordance with information in FAR subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation to be issued. The solicitation number is 99WRSS0012 and is issued as an Request For Proposal (RFP). This synopsis/solicitation document incorporates the provisions and clauses that are in effect through Federal Acquisition Circular 97-11. The Standard Industrial Classification (SIC) code is 6635 with a small business size standard of $5.0 Million. This procurement is a small business set-a-side.
