Solicitation N00173-99-R-MM07 is being issued as a Request for Proposal (RFP). This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to solicit and negotiate on a sole source basis with DY-4 Systems, Inc., 333 Palladium Drive, Kanata, Ontario, CANADA, K2V 1A6 on the basis of only one responsible source for the part numbers listed below, under the authority of FAR Part 6.302-1. The small business size standard is 100 and the SIC Code is 5045. The contractor shall provide cost for the following: CLIN 0001 -- Part number DMV-177-2303; Processor Board with Dual 1553B, four (4) each; CLIN 0002 -- Part number DSW-654-003-UNX, VX Works Driver for 1553B Interfaces, one (1) each; CLIN 0003 -- Part number DMV-783-204, Graphics Controller Card, Ruggedized, four (4) each; CLIN 0004 -- Part number DSW-904-000, Flash Programming V2 Kit, one (1) each. The required delivery schedule is not later than 45 days from contract award. The contractor shall deliver the system (all shipping charges paid) to FOB Destination, Naval Research Laboratory, Washington, DC 20375. Inspection and Acceptance will take place within seven (7) days of delivery. The following clauses and provisions are hereby incorporated by reference into this solicitation. SOLICITATION PROVISIONS APPLICABLE: The incorporation document and provisions and clauses are those in effect through Federal Acquisition Circular 97-11 and Defense Acquisition Circular 91-13. Offerors will be evaluated in accordance with FAR 52.212-2, EVALUATION—COMMERCIAL ITEMS which applies to this acquisition. The specific evaluation criteria under paragraph (a) of FAR 52.212-2 are: (1) technical capability of the item offered to meet the NRL's need, (2) price, and (3) past performance. Technical and past performance factors, when combined, are of equal importance in comparison to price. The following addendum to the clause is as follows: "YEAR 2000 COMPLIANT INFORMATION TECHNOLOGY -- This requirement applies to information technology (IT) that processes date-related information. All such IT delivered under this contract shall be Year 2000 compliant as defined at FAR 39.002." Any contract awarded as a result of this solicitation will be a DO rated order certified for national use under the Defense Priorities and Allocations System (DPAS) (15.CFR 700). This notice of intent is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capab8ility. Any questions regarding this solicitation must be received no later than five (5) days prior to the closing date set forth below.
