99 -- ON-SITE SUPPORT AND MAINTENANCE FOR THE GATEFED SYSTEM IN THE FORM OF TROUBLESHOOTING, PROGRAM FIXES, TRAINING, CONSULTATION AND PERIODIC ON-SITE PROGRESS REVIEW MEETINGS. (i) This is a combined SYNOPSIS/REQUEST FOR QUOTATION(RFQ) for Commercial Services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only RFQ being requested and a written RFQ will not be issued. (ii) This request N00391-99-Q-MD04 is issued as an RFQ. (iii) The RFQ document and incorporated provisions and clauses are those in effect through FEDERAL ACQUISITION CIRCULAR #90-42, and DEFENSE FEDERAL ACQUISITION CIRCULAR #91-11. (iv)This RFQ is sole source. SIC is 7378. Prepare response in accordance with the following Statement of Work (SOW) for on-site support for the Gatefed System in the form of technical troubleshooting, program fixes, training, consultation and periodic on-site progress review meetings. This support requirement includes the basic Gatefed system as well as all enhancements and additional modules purchased by the NAVICP Gatefed Project Officer and coordinated with the contractor by the NAVICP Gatefed System Administrator through the use of contract Technical Guideline Letters (CTGL). The Mech. site will coordinate support services, on-site support requirements, PTRs and technical updates for both sites. All billable actions accomplished under the terms of this contract will be managed and coordinated through Mechanicsburg. All systems analysis, minor enhancements and PTRs will be coordinated through the NAVICP COR. Work may be performed at the vendor's site or at the Mechanicsburg or Philadelphia site complexes as appropriate. Telephone technical support may be requested and provided from either the Mechanicsburg or Philadelpha site also. Work will be performed on an hourly basis as follows: Technical training at the Mech. or Phila. site in functional overview, system configuration, system operation and administration as directed by CTGLs; project management at the Mech. site in connection with progress meetings and function/problem analysis discussions as directed by CTGLs;Mech. on-site support for function/technical problem resolution, troubleshooting, and program fixes as directed via CTGLs; contractor's technical support, troubleshooting, minor enhancements, and telephone support. Software enhancements as requested by the customer. Documentation of such enhancements must be specifically requested and will be quoted separately. All enhancement work is subject to a formal RFQ and, to a mutually acceptable SOW and delivery schedule. Gatefed on-site training services. This contract will not be used to pay for time spent on software corrections of the Gatefed software. As such, the work to correct these problems is not chargeable under this contract unless agreed upon in writing by both parties (Contractor and Gatefed Project Officer or Project Manager. (v) FAR 52.212-1 Instructions to Offerors, Commercial, is incorporated by reference and applies to this acquisition. (vi) ADDENDEM 52.212-2 Para (a) Award will be based on the greatest percentage of return to the government. (vii) Offerors shall include a complete copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items (OCT 1995) with its offer. (viii) FAR 2.212-4, Contract Terms and Conditions, Commercial Items (OCT 1995) is incorporated by reference and applies to the resulting contract. The resulting contract will be a firm, fixed price (FFP).
