A -- ELECTROMAGNETIC AIRCRAFT LAUNCH SYSTEM SOL N68335-99-R-0162 POC Barbara J. Petrzilka, (732) 323-2067 The Naval Air Systems Command intends to solicit proposals to design, develop, manufacture, integrate, test and support an Electromagnetic Aircraft Launch System (EMALS). The EMALS program will be conducted as a multi-phase acquisition program consisting of a Program Definition and Risk Reduction Phase (PDRR), followed by an Engineering and Manufacturing Development (EMD) phase, followed by a Production Phase. It is anticipated that two PDRR contracts will be awarded. A formal down select process will be exercised at the end of the PDRR phase to select the EMD and production phase contractor. This solicitation will be issued on a full and open competitive basis. The EMALS design must be capable of launching present and future naval fixed wing aircraft from the deck of an aircraft carrier. Design goals for the program are: 30% reduction in manning, 20% reduction in life cycle cost, 20% improvement in operational availability, and up to a 50% reduction in installed size and weight when compared to the current steam catapults. The requirement has previously been synopsized as a "sources sought" on February 9, 1999 and April 5, 1999. The Navy defines the EMALS as consisting of four major subsystems: an energy storage subsystem, power conditioning subsystem, a launch engine, and a control system. For the EMALS program PDRR phase, the Navy requires the contractor to design and build a full scale, fully integrated reduced length prototype system and demonstrate threshold performance levels by the end of FY-03. The subject RFP contains data subject to the Export Control Act. This information may only be released to individuals or enterprises that have been certified by the Defense Logistics Services Center (DLSC). It is requested that all interested parties submit a current, completed and certified DD Form 2345 (Militarily Critical Technical Data Agreement) to NAWCAD Lakehurst contracts office via facsimile to (732) 323-4822. Respondents who have received a Draft copy of the RFP are currently on the bidders list, and no further action is needed to receive a copy of the final RFP. Anticipated RFP issue date is July 19, 1999. Proposal due dates will be staggered: approximately 30 days for preliminary past performance information; 53 days for other than cost volumes; and 60 days for cost volumes.
