order to Research Triangle Institute (RTI) of Research Triangle Park,
NC pursuant to 41 U.S.C. 253(c)(1) -- Only one responsible source and
no other supplies or services will satisfy agency requirements. RTI was
previously involved in the development and writing of Evaluation of
Decision Framework for the Assessment of Residual Ecological Risks
Associated with the Release of Hazardous Air Pollutants (HAPs). RTI has
vast experience with site-specific multimedia risk assessment and has
played an instrumental part in the development of the National Waste
Minimization Measurement List (WMML). RTI also developed and applied a
methodology for screening and ranking chemicals in order to generate
the WMML. Through this support, RTI has developed the necessary
background knowledge and expertise to efficiently complete this effort.
The contractor shall develop a tool which can be used by ESD/REAG to
focus the environmental residual risk assessments required under the
Clean Air Act. Once the tool is developed, the Contractor shall apply
it to the 188 HAPs identified in the Act, identify a subset of HAPs
with potentially significant multimedia environmental consequences, and
proceed to acquire relevant ecological effects data on that subset. The
period of performance shall be from the date of award through 3 months.
All responsible sources may respond by submitting a written narrative
statement of capability within 15 calendar days of this notice to
Margaret Dougherty at the above address which shall be considered by
the Agency. Responses must include detailed technical information and
other technical literature demonstrating the ability to meet the
requirement. Responses shall also include itemized pricing that is
sufficient to make a determination that competition is feasible. If no
affirmative responses are received within 15 calendar days of this
notice to determine whether a qualified source is more advantageous to
the Government, an order will be placed with RTI. See Numbered Note
