COMMERCE BUSINESS DAILY ISSUE OF JULY 6,1999 PSA#2381

NASA/Goddard Space Flight Center, Code 219, Greenbelt, MD 20771

B -- NASA GSFC OCEAN COLOR & SEASONAL-TO-INTERANNUAL PREDICTION PROJECT PROGRAM SUPPORT SOL 970-14691 DUE 071499 POC Camille Tiger, Contract Specialist, Phone (301)286-9150, Fax (301)286-0268, Email ctiger@pop200.gsfc.nasa.gov -- Lynne Hoppel, Contracting Officer, Phone (301)286-3035, Fax (301)286-0268, Email Lynne.C.Hoppel.1@gsfc.nasa.gov WEB: Click here for the latest information about this notice, http://nais.nasa.gov/EPS/GSFC/date.html#970-14691. E-MAIL: Camille Tiger, ctiger@pop200.gsfc.nasa.gov. The purpose of this notice is to 1) announce the posting of a draft Statement of Performance to provide continued support to Goddard Space Flight Center's (GSFC's) Ocean Color research programs and flight projects (OCP) and the NASA Seasonal-to-Interannual Predicton Project (NSIPP) program; (2) identify small disadvantaged business that possess the technical capability to be subcontractors; and (3) advise potential offerors of the availability of procurement related documentation in the NASA GSFC Earth Sciences Procurement Library. The OCP and NSIPP programs are central to the NASA Earth Science Strategic Enterprise and are key components of the GSFC Laboratory for Hydrospheric Processes (Code 970). The ocean color program and NSIPPS germinated from within the Oceans and Ice Branch (Code 971) and are lead by research staff formally trained in oceanography. While the ocean color program is heavily oriented towards remote sensing observations, NSIPPS is strongly oriented towards modeling the physical environment (oceans, atmosphere, and land) and data assimilation. The SeaWiFS Project, the NSIPPS Project, and the MODIS oceans team have substantial operational requirements and are heavily dependent on contract support. There are many parallels and connections between the two programs. The primary objectives of the OCP are (1) produce global data sets of oceanic bio-optical properties, (2) examine marine ecosystems, and (3) investigate the linkages between physical, chemical and biological oceanic processes. The primary objectives of NSIPP are (1) produce global estimates of land, oceanic, and atmospheric physical properties (e.g., circulation patterns and temperature fields), and (2) develop predictive capablilities for seasonal-to-interannual climate variability. It is anticipated that, eventually, products will be routinely exchanged between the two programs. For instance, the OCP activities will require oceanic and atmospheric temperature, salinity, circulation, and mixed layer fields for a variety of research topics which can be provided by NSIPP. On the other hand, NSIPP will need global oceanic surface diffuse attenuation fields from the OCP to improve sea surface temperature and air-sea heat flux estimates. Both projects have similar requirements for computer system administration, project management support and education outreach activities, which in many cases, can be coordinated for better efficiency and cost effectiveness. The SIC Code is 7371. A draft Statement of Performance and draft potential task orders has been posted on the World Wide Web. This notice also requests small disadvantaged businesses that possess the technical capability to be subcontractors in this support to identify their capabilities. It is requested that capability statements which specifically address your ability to support the OC/NSIPP support services be submitted to the GSFC, Code 219, Greenbelt, MD 20771, Attn: Lynne Hoppel (301.286.3035, E-mail: Lynne.C.Hoppel.1@gsfc.nasa.gov ) on or before July 14, 1999. To facilitate a prompt review by the NASA team, a one (1) page summary shall be affixed to the front of the capability statement submitted which identifies for the evaluator, by page and paragraph, your company's relevant capability. It is insufficient to provide only general brochures or generic information. Your response must specifically address your capability regarding OC/NSIPP. Copies of your capability statements may become a part of the GSFC Earth Sciences Procurement Library for view by the general public. Therefore, capability statements should not contain company-sensitive information. It is essential that you read the draft documents posted to the WWW before preparing your capability statement. The Earth Sciences Procurement (Code 219) Bidders Library is located at NASA GSFC, Bldg. 8, Rm. 511, Greenbelt, MD 20771. Miscellaneous OCP and NSIPP documents related to the upcoming recompetition of these support services will be available for examination by appointment only. Contact Mr. D. Poloway, 301.286.2309 for appointment to browse or checkout documents. Appointments can be scheduled 8:30 a.m., through 4:30 p.m., Monday-Friday, except holidays. Questions regarding this notice, or this procurement, should be directed to the Contract Specialist, Camille Tiger, at the phone number or E-mail address listed above. Posted 07/01/99 (D-SN349455).
