River Basin Commission is requesting qualifications for consulting
services to develop a strategy for resolving Interstate flow management
issues for the Delaware River and major tributaries. The study applies
to flow augmentation issues in regulated streams impacted by
Interstate flow management decisions. Consideration will be based on
the firm's capabilities and qualifications of those personnel who will
complete the project. Such qualifications must be relevant to the
proposed study and include but not be limited to: experience in
developing multi-objective decision tools to solve flow augmentation
problems; experience with issues, policy and legal constraints of
Interstate flow management; academic and professional credentials of
personnel to be assigned to the project; academic and professional
credentials of sub-contractor personnel to be assigned to the project;
technical capability and experience of assigned personnel in Arc/Info
compatible GIS development and applications in environmental and earth
sciences; experience in accessing and assembling water supply, water
quality, habitat, and recreation data; and, experience in water
resources report preparation and documentation of decision tools for
potential use by the public and non-profit interests. Knowledge of flow
augmentation issues, policy, legal constraints, and data sources for
the Delaware River Basin will be a major asset in performing this
