THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The U.S. Fish and Wildlife Service is using this announcement as Request for Quotations (RFQs) No. 401819Q214 for AERIAL HERBICIDE APPLICATION of "Arsenal" herbicide (Isopropylamine salt of Imazapar) on undesirable, competing vegetation on US Air Force Dare County Bombing Range, Alligator River National Wildlife Refuge, Manteo, NC. This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-12. This is a SMALL BUSINESS set-aside under SIC Code 0721. Size Standard: $5.0 million. Description: The contractor shall provide all labor, equipment, transportation, tools, supplies and herbicide to 300 acres. PURPOSE: Release Atlantic White Cedar regeneration that is overtopped by undesirable, competing vegetation. Application to be done at a rate of 16 oz. per acre and volume of 15 gallons per acre. Surfactants or adjuvants will be added to the mixture at a rate of + to 3/4 percent by volume. Arsenal herbicide will be applied from the air by helicopter and boom type applicator at the specified rate over specified areas on the Bombing Range cited above. Two maps are available by calling this Contracting Office at 404-679-4077, Attn: Rich Richardson. More maps will be provided upon award of the contract. Contractor will follow all labeling instructions and precautions to avoid drift and inadvertent application over non-specified areas. Contractor will be responsible for transporting equipment from site to site over improved dirt roads. These roads may become difficult for 2-wheel drive vehicles if we experience a rainy period so 4-wheel drive vehicles are recommended. Contractor will be responsible for providing an adequate water source, all equipment, and chemicals (Arsenal, adjuvants, surfactants, etc.) necessary for the completion of this contract. Care must be taken to avoid applying herbicide over remnant hardwood pockets and areas that are designated as non-spray areas that are located within the treatment area. GIS maps will be provided for the contractor depicting these exclusions. Latitude and longitude fixes can also be provided for the boundary of the stands and these exclusion zones upon request. Access into restricted air space must be coordinated with the respective Bombing Range control officers, USAF: 252-473-2201 or Navy: 252-473-2720. Work must be start upon award and be completed Not Later Than October 31, 1999. NOTE: This period is during prime hurricane season so delays may be encountered due to inclement weather.
