Foundation of the City University of New York will be designated to be
the recipient of funding from a private charitable organization to
develop a conceptual framework for defining coordination of care and to
develop operational measures of coordination of care for persons with
disabilities in Medicaid managed care. This effort would build on
previous activities funded by the private charitable organization that
included a stakeholder process for determining areas of performance
measurement for managed care organizations serving persons with
disabilities that require further development. Should it be so
designated, the Department of Health and Human Services (DHHS) intends
to negotiate with the Research Foundation of the City University of
New York, 30 West Broadway, New York, NY 10007, on a sole source basis
under the authority of FAR 6.302-1 to award a contract to provide
support to this effort. Contingent upon receipt of funding from the
private charitable organization, DHHS would award a contract to the
Research Foundation of the City University of New York to develop an
operational definition of care coordination for persons with
disabilities in Medicaid managed care as well as associated performance
measures. The government would not otherwise incur the additional costs
that will be paid by the private charitable organization. The purpose
of this synopsis is to determine whether there may be other sources
with the requisite qualifications to perform the work described above.
Any organizations capable of performing similar services should submit
a cost estimate and a statement of capabilities with documentation
supporting its ability to meet the Government's requirements as
described above. No solicitation document is available. Capability
