(hereinafter known as USAID) intends to award an estimated five-year
contract for the services of a U.S. organization capable to implement
phase II of the Health Systems 2004 (HS2004) activity within the
strategic objective (so)"healthier families of desired size" in the
population and health sector. The purpose of the HS-2004 phase II
activity is to facilitate Haiti's institutional ability to increase the
use of and access to reproductive health services and child survival to
improve the health of women and children. Under HS-2004 phase II,
USAID/Haiti intends to continue its support to NGOs which work in the
health sector in Haiti, and to further strengthen and expand access to
services over the life of the phase II activity. Accordingly, USAID
seeks a mechanism for channeling its support to NGO health sector
institutions, beginning in January 2000, for a period of 5 years. In
addition to making USAID funds available to NGO partners, the
successful offeror (the selected "contractor") willprovide and
coordinate technical assistance to NGO partners, and be responsible for
measuring and reporting to USAID on an annual basis the impact of child
survival and reproductive health services provided by NGO partners. It
is intended that the HS-2004 phase II activity will be implemented
under a performance-based, "completion type, cost reimbursement
contract." USAID has no particular management "model" in mind, and
offerors will be encouraged to be innovative in their proposals, taking
into account USAID's current health sector strategy, priorities and
other factors. In support of the above activities, the contractor will
establish a project office in port au prince. The office will have the
managerial and administrative authority and responsibility to assure
the satisfactory functioning of the contractor in Haiti. The preferred
method of distribution of USAID procurement information is via the
internet or by request of a solicitation on a 3.5" floppy disk. If you
