jkryschtal@usaid.gov. USAID/SA proposes to modify existing contract
674-C-00-98-00030-00 with The College Fund (UNCF) under the Tertiary
Education Linkages Project (TELP). The purpose of the modification is
to increase the number of Historically Disadvantaged Institutions
(HDIs) who are beneficiaries of assistance under the project and the
UNCF contract from 15 to 17. This is an ongoing program and it is
desired to include the additional beneficiaries as soon as possible.
The total estimated cost of the proposed modification is $1,167,717 for
the remaining four-year period. Of this amount, $920,000 is a
pass-through cost for linkage grants with U.S. higher education
institutions; $227,717 (inclusive of VAT) is for travel expenses, per
diem, accommodation and training; and $20,000 paid to the contractor
for the cost of administering linkage grants for the added institutions
with U.S. universities. The contract was awarded May 26, 1998 utilizing
full and open competition and currently ends on May 25, 2003. By
modifying the UNCF contract, all 17 institutions will be able to
participate jointly as a group in national and regional workshops, and
seminars with associated programmatic benefits. Continued utilization
of the current contractor will be cost-effective for USAID/SA because
it will reduce the time and concomitant cost that a new contractor
would have to spend on mobilizing and fielding its team, establishing
rapport and building effective working relationships with counterparts,
and adapting to program technical demands and challenges. There would
also be significant duplication of effort in trying to coordinate the
activities of entire group of 17 institutions if 15 are assisted with
one contractor and two are assisted by another. As noted, the marginal
cost to the contract that will flow to UNCF is estimated at $20,000.
This modification to contract 674-C-00-98-00030-00 is being proposed
under the authority of AIDAR 706.302-70(5) for the continued provision
of highly specialized when an award to another resource would result
in substantial additional costs and unacceptable delays. Interested
persons may identify their interests and capability to respond to the
requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST
FOR COMPETITIVE PROPOSALS. However, the Government will consider all
proposals received within forty-five days after the date of publication
of this synopsis. A determination by the Government not to open the
requirement to competition based upon responses to this notice is
solely within the discretion of the Government. The Government will not
