Presolicitation (P). The Air Armament Center, AAC/WMRK, Eglin AFB FL,
plans to release a Section 8(a) competitive Request For Proposal (RFP),
expected to result in a single contract award. This competition is open
to all Section 8(a) contractors certified in SIC 8711, $20M. Core
Support Group effort will consist of providing prime contractor support
for continuous software sustainment of the Advanced Display and
Debriefing Systems (ADDS) and the Airborne Instrumentation Subsystem
(AIS) Test Sets for both Air Force and the Navy ACTS/TACTS systems.
Additionally, the JSSS facility prime contractor will also provide Air
Force software sustainment support activities for the Airborne
Instrumentation Subsystem (AIS) pods. The JSSS facility prime
contractor will: provide software engineering and prototype development
support for software sustainment of ACTS systems; purchase
commercial-off-the-shelf (COTS) hardware and software; load government
software; and install and interface hardware in order to maintain
software compatibility, when required. Real time on-line customer
support engineering assistance for all ACTS/TACTS ranges is also
required. The JSSS prime contractor shall use reverse-engineering
techniques in order to make logistics recommendations for hardware
replacements due to parts obsolescence. The JSSS facility support
contractor shall also provide facility system administration support
including loading software and data onto facility hardware and trouble
shooting facility problems. Skill categories required are for task
leader, senior software engineer, software engineer, technical report
writer, and data base specialist. Modifications to GFE code will also
be required. The prime contractor must also have an established
capability to provide subcontractor support when non-core support is
warranted. Base Support will include office space and telephone
support. Travel in and out of CONUS will also be required. All
employees working within the JSSS Facility must possess a valid
security clearance up to and including SECRET, at contract award. This
will be a task order contract consisting of Cost Plus Fixed Fee (CPFF)
and Firm Fixed Price (FFP) type tasks. The Core Support will be CPFF.
The period of performance will be one year with four one-year options.
A 30 day transition (phase-in) period is anticipated. RFP release is
anticipated approximately 16 Jul 99 or shortly thereafter, with past
performance proposal information due 21 days after RFP release.
Technical/Cost proposals will be due 45 days after RFP release.
Contract award is anticipated in Oct/Nov 1999. An Organizational
Conflict of Interest (OCI) clause will be included in the contract.
This solicitation is restricted to United States owned companies. The
contractor's computer system must be accredited in accordance with
current USAF computer security policies. For obtaining information on

has been appointed to hear concerns from firms during this phase of the
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Program Manager or Contracting Officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Colonel

instructions are clarified as follows: Although the solicitation
document itself will not contain information that has a military or
space application, a certified DD Form 2345 will be required from all
offereors with their proposal, since the contractor will have access to
