Coast Guard has a requirement for advertising and related services to
(1) effectively communicate the opportunities for serving in the Coast
Guard, and (2) generate the necessary leads for the Coast Guard to
meet its recruiting mission requirements. The work covers cover a wide
range of services and requires a high degree of integration and
coordination of efforts as the Coast Guard begins to shift its
advertising emphasis from public service to _paid_ advertising
campaigns, using various forms of media on both the local and national
level. The contractor will be required to: (1) provide account
management services; (2) conduct market research to measure the
effectiveness of Coast Guard advertising capabilities in the areas of
image advertising, lead generation and fulfillment, and recruiter/sales
support; (3) plan, create, design, produce and place advertisements in
support of Coast Guard active duty, reserve and Coast Guard Academy
personnel; (4) possess the capability to utilize all available media
formats, including, but not limited to, television, radio, magazines
and newspapers (national and local), direct mail, outdoor, transit,
promotional material (posters, brochures, etc.), videotape and film,
and the Internet; (5) provide lead fulfillment services, including both
inbound and outbound telemarketing, information and database management
of leads data, warehouse storage of fulfillment material, and
implement, maintain and manage a _closed loop_ leads system. This
system will require the contractor to develop and implement an Internet
web-based system that maintains database lists for Coast Guard
recruiters and provides leads reports and interacts with recruiters to
provide up-to-date lead management information. An Indefinite
Delivery-Indefinite Quantity (IDIQ) type contract with firm-fixed-price
task orders is anticipated. The period of performance consists of a
base year and four (4) option years. There will be recommended
subcontracting goals as part of this requirement. In addition,
theextent of participation by small disadvantaged businesses (SDB_s)
will be an evaluation factor (see FAR 19.12). To receive a copy of the
