On or about 26 July 1999, this office will issue Invitation for Bids for the construction of ADAL SQUADRON OPERATIONS FACILITY, ELLSWORTH AFB, SD. Bids will be opened on or about 26 August 1999. THIS SOLICITATION IS UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Contractors interested in inspecting the site of the proposed work should contact the Ellsworth AFB Resident Engineer, U.S. Army Corps of Engineers, P.O. Box 669, Bldg. 8201, Box Elder, SD 57719, Telephone: (605) 923-2983. FAX (605) 923-2558. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See "Ordering" below. The work will include the following: (Approx. quantities) Project will consist of altering and renovating approximately 1,000 SM of existing space and constructing north and south additions totaling approximately 2,000 SM. Work includes site utility improvements (water, fire sanitary sewer, and gas); pavements and sidewalks (concrete and bituminous); grading; landscaping; fencing; seeding and sodding; relocation of existing trees; and demolition of existing parking lots, curbs, gutters and sidewalks. Structural materials consist of standing seam metal roof; cavity walls of 4" and 8" CMU, cast-in-place spread footings; open web steel joists; metal decking; and concrete slab-on-grade floor. Interior features include composite metal panels; doors and windows; gyp. board on metal studs; and cabinetry. Finishes include painting, resilient flooring, carpet, ceramic tile, and wall coverings. Mechanical work includes HVAC, plumbing, EMCS systems, elevators, and fire protection. Interior electrical work consists of raceways, outlets, lighting, communications, and fire alarms. Exterior electrical will include walkway and parking lot lighting, and cathodic protection. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 1999: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
