a Request for Quotation (RFQ) for tape layer hardware and software
upgrade. ITEM NO. 1 Tape laying head heater. Must meet or exceed the
following requirements: (a) Heat 3" or 6" composite tape and can be
converted between the 3" and 6" heating modes in approximately 15
minutes. (b) Process temperatures range from 80-95 degrees Fharentheit
at feedrates up to 1800 inches per minute and temperatures up to 110
degrees Fharentheit at feedrates up to 1200 inches per minute, both at
plus/minus 9 degrees Fharentheit. (c) Heat should be applied to tape
through 2 heating sources, conduction heaters on the tape guide chute
and and hot air delivered to the front side of the tape through an air
nozzle. ITEM NO. 2 Transfer of tape laying program software licenses
from a digital equipment VAX computer to an SGI/4D series UNIX
workstation. The license transfer should cover the ACRAPATH, ACRAGRAPH,
and ACRAPOST software packages. The ACRAPATH and ACRAPOST software
should be compatible with the APT processor. Code 3801: ACRAPATH,
ACRAGRAPH, and ACRAPOST software license transfer to SGI/4D UNIX
workstation platform code 3851: APT language processor compatible with
ACRAPATH, ACRAGRAPH, and ACRAPOST for the SGI/4D workstaton platform.
Twelve (12) months maintenance of the software shall be included. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/MSFC intends to purchase the items from
Cincinnati Machine, Cincinnati, Ohio pursuant the FAR 6.302-1 which
implements the authority of 10 U.S.C. 2304(c)(1) for acquisition of
supplies or services from only one source and no other supplies or
services will satisfy agency requirements. Competition is impractical
for the following reasons: (1) Only Cincinnati Machine has the
state-of-the-art technology necessary to deliver the required hardware
and software modifications which are compatible with MSFC's Tape
Laying machine. (2) Cincinnati Machine currently builds and services
manufacturing machinery and software packages like the ones described
above, thus little or no development will need to be done to provide
these same systems for use on the MSFC Tape Layer. (3) Efforts to
locate another source capble of meeting this requirement have been made
with no success. The Government intends to acquire a commercial item
using FAR Part 12. See Note 22. Interested firms have 15 days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
