is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation is being issued as a Request for Quotation
(RFQ) #955706, the provisions and clauses incorporated are those in
effect through Federal Acquisition Circular (FAC) 97-11. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is 100% Small Business Set-Aside. The Standard Industrial
Classification (SIC) Code is 3641, and the Business Size Standard is
1000 employees. This will be a Firm-Fixed Price Contract. The Federal
Bureau of Investigation intends to negotiate on a sole source basis
with Instruments S.A., Inc., 3880 Park Ave., Edison, New Jersey, 08820.
The requirement consists of the following SPEX Crimescope Continuously
tunable forensic light source system #CS-16-10) with upgrade up to 24
wavelength included -Quantity of one (1) and CS-IR Tune-Quantity of
two (2) with the following salient specifications. The system must be
capable of producing any wavelength of light from 300nm(UV) to 1100
(IR); must have a remote wavelength controller for fine tuning the
light. System must be capable of covering a wide area and even have the
capability of photographing shoeprints. The system must have a flexible
liquid light guide which makes its easy to direct the light into
position and be compatible to the existing Spex Crime Scope forensic
light source. Warranty Period-one year on all parts and labor --
Delivery 45 days after receipt of order (ARO), -- FOB -Destination to
Cheverly Industrial Park, Cheverly, Maryland, 20781. -- The proposed
contract actions is for supplies or services for which the Government
intends to solicit and negotiate with only one source. Interested
persons may identify their interest and capability to respond to the
requirement or submit quotes. This notice of intent is not a request
for competitive quotes. However, all quotes received within fifteen
(15) days after the date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this proposed contract based upon response of this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. The following FAR clauses
and provisions are incorporated by reference and apply to this

Executive Orders -- Commercial Items (May 1999). Each offeror shall
include a completed copy of the FAR Provisions at 52.212-3, Offeror
Representation and Certifications (May 1999) with its offer. All
responsible sources may submit a quote which, if timely received, shall
be considered by the Government. The Government will award to the
responsible offeror whose offer conforming to this solicitation will be
most advantageous to the Government. Technical acceptability will be
determined solely on the content and merit of the information submitted
by the offeror in response to this notice. A technically acceptable
quote must clearly show that the offeror can meet the minimum
requirement of the Government. Offers are encouraged to use the
