7371, 366th Contracting Squadron has a requirement for a Range Airspace
Management System. The Contracting Officer, Mountain Home Air Force
Base, Idaho, intends to award a multiyear contract based on past
performance price trade off. To replace an antiquated/unsupportable
Command and Control System, AN UPA-62 PPIs with state-of-the-art
Commercial Off The Shelf (COTS) hardware and software. Provide 366th
Wing and 124th Group modern equipment with capabilities to meet combat
aircrew training requirements. Provide 266 Range Squadron (RANS)
weapons director_s (Cowboy Control) modern equipment to safely and
effectively execute MRU operations in accordance with Federal Aviation
Administration (FAA) regulations. Minimum requirements include
capabilities to display and correlate raw data inputs from multiple FAA
and military surveillance radar systems. 366th Wing initial inputs will
include FAA ARSR-1, ARSR-2, and military TPS-75 radars. Final delivered
product will be set up to receive data from four TPS-75 and eight FAA
radar lines and expandable to another 16 FAA lines. C2 system must be
capable of extracting raw TPS-75 data and converting it to displayable
CD2 format with no GFE interface equipment. System must correlate and
smooth all radar inputs into one displayable track including the
capability to interrogate and display Modes 1,2, 3, and C. System must
be certified link 11 and link 16 (Joint Tactical Information Display
System (JTIDS) capable. The entire radar based air picture must be
correlated with Link 16 data. The system must fuse and correlate all
link data and interface with existing military equipment. It must
detect and correlate a minimum of 1000 civilian and military aircraft
with view scale ranging from 0.05 to 1010 nautical miles. System must
have a record-playback capability and run independently to each
operator position. System must be fully integrated with an ACMI-like
de-brief system capable of smoothing track positions and running weapon
simulations locally. Minimum weapons simulations include air-to-air,
air-to-ground, and ground-to-air. ACMI-like system must accept air
situation data from C2 system and display track data in three-dimension
(3D) to allow viewing the air picture in greater detail from any
perspective. System must have full Ground Control Intercept (GCI) and
Integrated Air Defense System (IADS) functionality as determined by
366th Wing. All software must be year 2000 and POSIX compliant with
Open System architecture. The processors must be powerful enough so
that only 50% of the processing capacity is utilized by the current
software baseline for growth capability. Solicitation will be available
