DESC: THIS IS NOT A SOLICITATION. This is a notice of intent to negotiate a contract with The Boeing Company, Long Beach, CA, for which a solicitation will be issued approximately 12 July 1999. This solicitation is for a study to determine ground test and evaluation requirements for an advanced hypersonic ground test facility which is currently undergoing concept development and exploration. The test requirements study will be conducted and funded in two phases over a period of approximately 90 days for each phase. The first phase will be awarded approximately 45 days following the publication of this announcement. The second phase will be optional and awarded upon successful completion of the first phase and availability funds. The first phase will define advanced hypersonic tactical missile and space access vehicles with scramjet and oblique detonation wave airbreathing propulsion systems which may be developed within 15-20 years and provide an analysis of the ground test facility thermodynamic, run duration and size requirements for these vehicles. The second phase will provide an analysis of the ground test facility flow quality requirements (chemical composition, spatial uniformity, and flow stability) for the vehicles defined during the first phase. Boeing, Long Beach, is uniquely qualified to undertake this study because it has been a national leader in the analysis and development of advanced airbreathing hypersonic tactical missile and space access vehicles, it has existing design concepts for the scramjet vehicles to be considered during this study, it has conducted analyses of the oblique detonation wave airbreathing propulsion system concept, it is participating in the advanced hypersonic ground test facility development studies, it is participating in the national Integrated Planning Team for hypersonic ground test facilities, and it has established unique analytical capabilities which are available to conduct the required analyses. Deliverables shall consist of two detailed technical reports and two complete sets of test requirements correlation matrices, one for each of the two phases of study. Delivery shall be made to Arnold AFB TN in accordance with the above given delivery schedule. All interested sources may identify their interest, but must provide proof of capability to provide an acceptable product by submitting both an accurate description of their capabilities and experience clearly demonstrating their ability to provide the required studies within the required time frame and pricing data that supports a competitive price. Firms responding should indicate whether they are a small or small disadvantaged business. Only responses containing the required data will be considered for the purpose of determining whether to conduct a competitive procurement. Responses must be received not later than 15 days after the date of publication of this announcement. This notice is not intended to solicit competitive proposals. See numbered Note 22.
