Federal Technology Service (FTS) will issue Amendment 0003 to revise
the Request for Qualification Statements (RQS) on or about July 15,
1999. The RQS allows potential offerors to be pre-qualified on their
capability to meet mandatory technical and management requirements for
the Metropolitan Area Acquisition (MAA) program on a nationwide basis.
The amendment captures the lessons learned from the recently awarded 3
pilot MAA cities (New York, Chicago, and San Francisco) and is
intended to streamline the process of preparing and evaluating the new
qualification statements. The RQS Amendment 0003 will be available on
the MAA Website at http://www.gsa.gov/maa. Offerors who are already
pre-qualified under the MAA Program are required to acknowledge RQS
Amendment 0003. GSA will issue additional Requests for Proposals (RFPs)
for specific cities starting in late July. Each RFP will specify the
traffic information and any city-specific technical or management
requirements for the metropolitan area. (Note: Individual CBD
announcements will be made for each city-specific RFP.) The MAA cities
are: Los Angeles, CA; Buffalo, NY; Cleveland, OH; Cincinnati, OH; St.
Louis, MO; Baltimore, MD; Miami, FL; Dallas, TX; Denver, CO; New
Orleans, LA; Atlanta, GA; Boston, MA; Indianapolis, IN; Boise, ID;
Albuquerque, NM and Philadelphia, PA. It is expected that the first
RFPs to be released will be for Los Angeles, Buffalo, and Cincinnati.
GSA intends to issue additional RFPs on a continuing basis
(approximately every two weeks) thereafter. Potential offerors must be
pre-qualified for the MAA Program prior to being considered for an
award of an MAA contract for a specific city. Because of the aggressive
schedule intended for the next MAA procurements, potential offerors are
encouraged to submit qualification statements responding to the RQS
Amendment 0003 as soon as possible. Potential offerors are also
encouraged to plan accordingly for the successive roll-out of
