combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulations document
(FAR) subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation: proposals are being requested and A WRITTEN SOLICITATION
WILL NOT BE ISSUED. FAR Part 13 procedures will be applicable.
Solicitation number 6TSA-99-JAG-0151 is being issued as a request for
quotations (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
(FAC) 97-11. This procurement is for the following items: Procure
services of contractor to operate a virtual store with website
storefront for selling wireless products and services. Award will be a
Fixed-Price, ID/IQ contract for a period of one-year with 4 one-year
options periods. The maximum ceiling value of the ID/IQ will be
$3,000,000. This solicitation is for offerors to design, develop,
operate and maintain a virtual wireless store for the GSA Federal
Technology Service in support of Federal government agencies and other
organizations authorized to use GSA as a source of supply on a
world-wide basis. The products and services offered by this store
include, but are not limited to, cellular and PCS telephone, paging,
fixed and mobile satellite equipment and service, in-flight telephone,
enhanced specialized mobile radio and wireless data products and
services. Orders may be placed on a worldwide basis. Delivery of
products will be worldwide also. The two primary elements of the
virtual store are business operations and storefront. The business
operations include activities that are transparent to the customer but
necessary for operations of the virtual store. The storefront, and the
products and services contained therein, must be a World Wide Web
website accessible from the Internet. BUSINESS OPERATIONS. The
contractor will own and operate the computer and software where the
virtual wireless store's webserver will reside. Both computer hardware
and software will be certified to work unaffected in the year 2000 and
beyond. Other interfacing hardware or software systems will also be
certified to work unaffected in the year 2000 and beyond. Both must be
available on a 7x24 basis with minimum downtime for hardware/software
maintenance and backups. The contractor will research, establish, and
maintain links to commercial wireless providers so that their
products, services, features, options, accessories, and prices can be
made available to the virtual GSA/FTS store's customers for
comparisons. The process must be ongoing to make available the latest
commercial wireless products and services. Information about wireless
trends, examples, uses, standards, regulations and other activities
must also be made available to Federal customers. The contractor will
propose a mechanism for processing orders and receiving payment for
those orders for wireless products, services, and options directly from
authorizedFederal users. The contractor will propose a mechanism for
the processing and fulfillment of both domestic and international
orders. The contractor will propose a mechanism that makes the store a
self funding operation covering the contractors costs and to return a
fee to GSA/FTS covering the administrative costs to establish and
administer the contract. The contractor's proposal should include
options for online secure ordering. Orders must be accepted online or
by electronic data interface (EDI), facsimile, electronic mail, or
telephone. The contractor will propose a means of verifying that orders
are from customers authorized to use GSA as a source of supply. The
contractor shall also institute measures to detect ordering fraud or
misuse. Accepted orders must be forwarded to the wireless product and
service providers within a limited time frames. Business operations
shall also include gathering of statistics. These statistics shall
include, but not be limited to, hits on the website, products ordered,
virtual store availability, and other web site related measures.
STOREFRONT. The website will be appealing, convenient, and user
friendly. The contractor may use any approach and style deemed
necessary to achieve the above, but the following must be included. The
site must be in operation 7x24 with minimum downtime for
hardware/software maintenance and backups. Links to GSA & FTS,
providers of wireless products and services, and related websites must
be maintained. The site must have links or access to internal and
external wireless tips, "What's Hot" and other current and archived
wireless information, wireless usage examples and success stories, plus
a glossary of wireless words and terms. A website "search" feature must
be available to find the desired information. The contractor must
provide inexperienced users with a wireless needs questionnaire. Based
on input, the customer will be provided a choice of possible products,
services, features, options, accessories and/or prices available.
Experienced website users should have the option of bypassing the
questionnaire going directly to the list of choices. The choice of
products, services, features, prices and/or options for both
inexperienced and experienced users should be presented in a manner
that makes comparison easy. The contractor shall propose a method for
customers to obtain assistance from a person to order store items and
answer questions about products and services. Offerors may wish to
visit the current GSA/FTS Wireless Store at
"http://www.fts.gsa.gov/html/wireless_store/index.html". The provision
at FAR 52.212-1, Instructions to Offerors, applies to this
acquisition. Evaluation is based on best value including cost and
ability to meet solicitation requirements. Evaluation of proposals will
be based on past performance, experience with establishing virtual
store websites, ability to meet solicitation requirements, and price.
Oral presentations are mandatory by the offeror and will be used to
determine the offerors ability to perform under this solicitation. The
oral presentations will be presented on or about July 22-23, in the
GSA/FTS office in Fairfax, Virginia. The oral presentation must contain
the technical and cost solution as well as past performance, and
experience with similar type projects and a time frame for
implementation; demonstrate an existing system that will meet the
requirement; identify those items that will need to be developed or
modified to meet the requirement; describe or demonstrate how updates
to the store will be accomplished; describe or demonstrate how new
items will be added to the store; describe the process by which this
service will be self funding including a fee for GSA/FTS. Offerors
shall include a completed copy of the provision at FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items, with its
offer. Offerors shall submit pricing in the following categories: (1)
Design and development; (2) maintenance and operations on a
monthly/annual basis. Contractor should also propose a schedule for
implementation. To evaluate past performance and experience, the
offeror must provide references of similar in scope projects completed
within the past two years. The information provided for each project
is POC, title of POC, address, phone number, detailed description of
work performed for that project. The POC's will be contacted by GSA, so
assure that they will respond timely. This solicitation will be set
aside for small business participation only. The SIC code for this
acquisition is 4813, the size standard for this SIC code is $1,500
employees. The clause at FAR 52.212-4, Contract terms and
Conditions-Commercial Items, applies to this acquisition. The clause at
FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, applies to this
