The 38 LS/LGCO, Contracting Flight, has a requirement for nonpersonal services for operations, maintenance and recurring support services of the Base Telecommunications System at March ARB CA. The proposed contract is for a base year and four option periods totaling approximately 60 months. The switching system consists of the following: DCO switch is a Lucent Definity G3r, software release 6r. The switching system is equipped with approximately 5246 ports (408 analog lines, 240 digital lines, 240 ports or 120 BRI U lines, 144 Analog Trunks, 360 Ports or 15 DS1/PRI, 24 ports or 1 DS1/DMI, 18 Data lines and 12 other) and wired for approximately 8832 universal ports. The switch is configured with 3 T-1 city IC trunks, 3-T1 city OG trunks, 3-T1 DSN trunks, 1-ISDN PRI, and FTS-2001 trunks. Included are a main distribution frame, inside and outside cable plant, ancillary equipment, and customer premise equipment. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. Sources responding to this synopsis must indicate whether they are large or small, disadvantaged or a women-owned business. For this acquisition, a concern will be considered small under SIC 7378 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. Thepurpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements,and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
