Research and Development Center (ERDC) Waterways Experiment Station
(WES) requires an introduction to the watershed water quality modeling
program Hydrologic Simulation Program Fortran (HSPF) workshop/seminar
to be presented during the fourth quarter of Fiscal Year 1999. The
objective of the workshop is to train personnel on both the current
operational aspects of the modeling system as well as to present newly
developed features through modeling examples and lectures, including
hands-on training experiences, for participants. Sample problems will
be provided which will demonstrate the application of the newly
developed AGCHEM, Best Management Practice (BMP), and reporting
modules. Demonstration of selected HSPF field applications will be
highlighted including applications to the Chesapeake Bay watershed in
Virginia, Maryland, Pennsylvania, and New York; and the Lesueur
watershed in Minnesota. Presentation of this workshop requires access
to all recent code changes and new releases of HSPF, including Version
12, and the ability to provide expert instructional support for the
AGCHEM modules within HSPF. Also required are up-to-date training
materials that incorporate state of the art documentation of all recent
changes in HSPF. The only know source capable of meeting the above
requirements is Aqua Terra Consultants, Mountain View, California. Aqua
Terra is the developer of Version 12 of HSPF and holds exclusive rights
to the code. In the event no other sources are found which can comply
with the above requirements, the ERDC WES intends to issue a contract
to the above company under the authority of U.S.C. 2304(c)(1). Any
