This project solicits a single design/building construction contract for the following two facilities: Project P-645: One story brick faced facility with sloped standing steam metal roof to include classroom spaces, counseling areas, private offices, indoor baby/toddler play areas, a waiting room, record storage, conference rooms, staff areas, fire protection, air conditioning, utilities, handicap accessibility, and paving and site improvements; demolish one building; and Project P-119: Single story facility of reinforced concrete footings, masonry walls, and standing seam metal deck on long span steel trusses with one regulation basketball court, spectator seating, equipment storage/gear issue area, aerobic/exercise area, cardiovascular training area, weight training and body development area, other playing courts, classroom/meeting rooms, sauna, whirlpool, laundry washing/drying, and administrative area, utilities, paved and lighted parking, and site improvements. The requirements for the technical Source Selection criteria factors are as follows: For Phase I: Factor A Past Performance; subfactors (1) construction; and (2) design; Factor B Technical Qualifications and Corporate Experience; subfactors (1) construction; and (2) design; and Factor C Small Business Subcontracting Effort. For Phase II, a maximum of five offerors will advance to Phase II. Phase II will be evaluated on the offerors' technical proposal and price proposal. Overall, technical and price factors will be equal in significance. For Phase II: Factor A Past Performance (same as Phase I); Factor B Technical Qualifications and Experience (same as Phase I); Factor C Small Business Subcontracting Effort; subfactors (1) Subcontracting Plan; and (2) Past Performance (same as Phase I); Factor D Technical Solutions; subfactors (1) Design Solution Narratives; (2) Conceptual Building Designs; (3) Conceptual Site Plans; and (4) Sustainable Design Features. Partial plans and specifications will be provided by the Government. The Request for Technical Proposal will be issued on 27 July 1999. The receipt date of technical proposals is 30 August 1999 at 2:00 p.m. Price proposals will be requested after the competitive range has been established in Phase I.
