design and construct an approximately 66,800 gross square foot
expansion at the San Francisco Bulk Mail Center located on 2501 Rydin
Road, in Richmond, CA, 94804-9751. The project consists of furnishing
manpower, materials, equipment, and supervision necessary for fast
track design and construction of the expansion. The project includes
partial demolition of existing building/equipment, utilities,
landscaping, storm drainage, concrete sidewalks/pads, metal canopy,
etc., as required. The existing facility is approximately 464,000 gross
sq. ft. and was built in 1975, with an addition completed in 1987. The
expansion will be on the southwest side of the existing facility and
will displace part of the loading dock areas on the existing south and
west walls. The facility must remain fully operational at all times.
Three phases of construction are required for this project. Site
preparation and development will include concrete paved loading dock
aprons and asphalt paved parking. The building expansion shall be a
concrete slab on grade with foundations as required, steel structure
separated from the existing BMC by seismic joints, metal insulated deck
with an EPDM or 4-ply asphalt built-up roofing system, etc. Exterior
enclosure shall match the appearance of the existing structure. The
existing facility's HVAC system, water and air will have to be balanced
when the building expansion is complete. Provide HVAC, compressed air,
etc., systems, utilities, landscaping, storm drainage, concrete
sidewalks/pads, sprinkler system, etc., at the above postal facility in
accordance with plans and specifications. Technical Qualifications
Evaluation is based on a 100-point total (Experience -- 40 points,
Management Plan -- 30 points, Financial Capability -- 15 points,
Organization -- 15 points). Plans and specs will be available July 7,
1999. Offers are due August 5, 1999, at 4 p.m. Performance Time is 430
days from receipt of notice to proceed. The estimated cost range is
between $6,900,000 and $7,300,000. On-site contact is Mr. Bill Leong,

specifications and drawings is $250 per set for Priority Mail service
(2 to 3 days) and $300 per set for Express Mail service (next day). All
