The U.S. Army Corps of Engineers, Seattle District, is seeking sources
to design and construct complete and usable barracks and company
operational facilities (COF) renovation, under the Quality of Life
Enhancements, Defense (QOLED) program, plus replacement of the common
parking lot. This program improves the quality of life for
unaccompanied, enlisted troops in the barracks community by providing
upgraded/residential-type amenities into the renovation (similar to 1+1
Barracks Standard for new construction). It is also the attempt of this
project to maintain the historical/architectural elements of the
structures by restoring the exteriors of the buildings and
incorporating similar architectural/historical elements to the interior
(re)construction. These structures are located in the Garrison Area
Historical District, Ft.Lewis, Washington. Renovation covers barracks
buildings 2020 and 2021 (approximately 213,000 SF total) and company
operational facilities (COF) building 2019 (approximately 55,710 SF).
It is anticipated that the base item of the design-build (DB) contract
will be comprised of buildings 2020 and 2021 with two optional items
for building 2019 and the parking lot. This solicitation will be
conducted in two phases. In Phase One (pre-qualification), submittals
will be evaluated to determine which offerors may submit proposals for
Phase Two. Up to five (5) firms will be pre-qualified to participate
in Phase Two. AVAILABILITY: The Pre-Qualification Notice will be
available only electronically on the Corps of Engineers Northwest
Seattle home page on or about 26 July 1999, with the pre-qualification
package/submittals due approximately three weeks later. Prospective
offerors should carefully review the Pre-Qualification Notice posted
at: http://www.nws.usace.army.mil/cntrct/A99R0055.htm for evaluation
factors and submittal instructions. The pre-qualification and
solicitation number for this acquisition is DACA67-99-R-0055.
Subsequent revisions to the notice, if any, will be only be promulgated
via the referenced web page. The Government will not mail, fax, or
e-mail the Pre-Qualification Notice or any amendments thereto. Because
this is a web-based notice, there is no Planholders List available.
Offerors are responsible for checking the referenced web page early and
periodically for any updates to the notice. The Government web site is
occasionally inaccessible due to maintenance. The Government is not
responsible for any loss of Internet connectivity or for an offeror's
inability to access the document posted on the referenced web page. The
Request for Proposal (RFP) for Phase Two (design and construction) will
be furnished to the pre-qualified offerors shortly after the
pre-qualification is completed. Estimated dollar value is in the range
of $10 to $25 million and completion period is 365 days. Standard
Industrial Classification Code is 1542. Project is open to both large
and small business. *If you are a large business and your bid or
proposal will exceed $1,000,000 you will be required to submita
subcontracting plan. *For the purposes of this procurement a concern is
considered a small business if its average annual receipts are $17
