McNeley, Contracting Officer PROCUREMENT NOTICE -- Plans and specifications for N68711-99-R-3317 TO DESIGN/BUILD REPAIR INDOOR POOL, BUILDING 00022 AT NAVAL AIR WEAPONS STATION, CHINA LAKE, CA -- will be issued on or about 18 July 1999 over the internet at http://www.efdsw.navfac.navy.mil/home.htm as an Electronic Bid Solicitation (EBS). The response time required by FAR 5.203 would begin on the date of issuance of the EBS solicitation. EBS solicitation packages may be acquired by registration and download at the Internet EBS Web Site. All prospective offerors must register as plan holders on the EBS Web Site for this project. Plan Centers are also required to register. Plan holder lists will not be mailed or faxed and will only be available at the EBS Web Site. The Official Plan Holders list will be maintained on and can be printed from the EBS Web Site. All requests on the Web Site must include (1) complete solicitation number and project title and (2) company name, point of contact, address, phone number, and e-mail address of the registering company. Contractors are also required to be registered on the Central Contractor Registration (CCR) at http://www.ccr.dlsc.mil. DESCRIPTION OF WORK: This is a Firm Fixed-Price Contract. TO DESIGN/BUILD REPAIR INDOOR POOL, BUILDING 00022 AT NAVAL AIR WEAPONS STATION, CHINA LAKE, CA -- The contractor is required to furnishing all labor, materials, tools, equipment, and supervision required to design/build repair indoor swimming pool. The work includes, but is not limited to, repair of surge chamber, automatic pool level control, replacing steel piping with PVC piping, filter repair, and provision of chemical shelter. An automatic chlorine/PH controller/recorder shall also be provided. Design shall include preparation of as-built/record drawings in electronic format and related work including cleanup. Performance time is 120 calendar days. Potential bidders should request IFB N68711-99-R-3317 through the Internet after publication of the Procurement Notice in the CBD. The SIC Code is 1799. The related small business standard is $7.0 Million. This is a Firm Fixed Price contract. The estimated cost range is between $250,000.00 and $500,000.00. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represent the best value after evaluation in accordance with the factors in the solicitation. The evaluation factors are as follows: (1) Past Performance; (2) Technical with sub factors of system design and management; and (3) Price.
