The work includes all design, construction, and incidental related work necessary to repair and alterations to BOQ Building 179, including but not limited to the following: (a) reconfiguration of existing spaces into exercise, sauna, and toilets (b)upgrade office, toilets, and laundry rooms (c) convert existing spaces into bulk storage room (d) wall covering in bedrooms, living rooms, game room, and lounge (e) alteration of existing guestrooms including bathrooms and kitchens (f) replace carpeting (g) replace acoustical ceilings with gypsum board ceilings (h) porte-cochere at entrance area (i) paver tiles at walkway (j) landscaping (k) reconfiguration and development of parking lot (l) replace existing air-conditioning system with new system (m) upgrade electrical, lighting, telephone, and cable TV systems (n) interior and exterior painting (o) interior and exterior doors with finish hardware, including card key locks (p) replace existing windows and exterior doors to withstand 170-mph wind force (q) fire sprinkler system and (r) seismic strengthening improvements to upgrade to seismic zone 4. The location of the work is at Nimitz Hill and Orote Point, COMNAVMARIANAS, Guam, M.I. The solicitation will be awarded as a Design-Build project. The design-build contractor entity will bear full responsibility for development of the final facility, architectural and engineering designs and construction of a complete and usable facility. The factors for consideration in the evaluation of proposals are Contractor's Experience and Past Performance, Designer's Experience and Past Performance, Contractor's Resources, Subcontracting Program, and Price. The bid schedule is base bid and options. The performance period for the Base Bid is 300 calendar days from date of award. The estimated price range is between $5,000,000.00 and $10,000,000.00. Solicitation packages willbe available on or about 22 July 1999 for a $75.00 non-refundable charge for each set. Payment in the form of a certified cashier's check or Unite States money order made to "United States Treasury" must accompany each request. Personal checks and cash will not be accepted.
