labor, materials, equipment, transportation, supervision and disposal
necessary to replace roofs at Eastern Point Light, Gloucester, MA
(Essex County). Work includes the stripping and re-roofing of several
buildings at Eastern Point Light. New roof shall be heavyweight asphalt
shingles and approximately 50 to 60 squares of shingles will be
required. Existing flashing shall also be replaced and another layer of
1" x 6" fascia board will be added (approximately 300 lf) in certain
areas. The buildings include a duplex dwelling, garage, storage shed,
communications building, lighthouse entry building, and a covered
walkway. Estimated cost of this project is between $25,000 and $100,000

and Disadvantaged Business Utilization (OSDBU) has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
