Paragraph 1) The purpose of this announcement is to serve as a market
survey to determine the acquisition strategy for the demilitarization
of U.S. Army Tactical Missiles. The U.S. Army missile demilitarization
stockpile has been growing rapidly over the past several years and
will expand dramatically by FY 2004. Approximately 50,000 missiles are
in the current stockpile awaiting demilitarization. Over 600,000
missiles may require demilitarization by FY 2014. The U.S. Army
Aviation and Missile Command, in conjunction with PEO Tactical
Missiles, is developing a demilitarization concept whereby the private
sector will share this effort. The U.S. Department of Defense (DOD) is
interested in identifying and employing Resource Recovery, Reclamation
and Recycling (R3) technologies whenever cost effective. Further, said
R3 capabilities must be integrated into environmentally benign,
transportable, missile demilitarization systems. The missiles and
components of the tactical missiles suitable for R3 opportunities
includes (1) warhead systems and metal carcasses, (2) system components
to include electronic circuitry (some contains precious metals), and
(3) energetics. The DOD is seeking companies interested in
participating in this R3 effort and request that interested parties
provide technical ideas and/or methods for review. A characterization
of specific missiles and component makeup, i.e. warhead composition
(RDX/TNT/HMX), motor propellant ingredient, explosion class (1.3/1.1)
will be made available upon request. Interested parties must have
Secret Clearance minimum. Paragraph 2) THIS ANNOUNCEMENT IS NOT A
