(732) 427-7101 The U.S. Army the Program Manager Signals Warfare (PM
SW) is seeking qualified and interested sources to provide
commercial-off-the-shelf (COTS) hardware, independent technical
analysis and engineering support in the area of the Common Modular
ELINT System (CMES). CMES provides search, intercept, Direction Finding
(DF), precision location and analysis of the primary non-communication
(radar) battlefield threat emitters. CMES enhances the Division or
CORPS Commander's ability to identify High Value Targets (HVTs) such as
enemy counter/mortar, counter/battery, ground surveillance radars at
critical points in the battle and will provide precise emitter
locations with targeting accuracy. CMES employs time difference of
arrival (TDOA) techniques in order to provide the precision location,
and is composed of an antenna assembly along with pedestal control
circuits, a tuner, and a signal processor. The interested party must be
able to demonstrate a capability of providing production hardware, and
performing engineering support for upgrades, improvements and repairs
along with associated testing. Technical support includes hardware and
software modifications and updates against the existing baseline, and
to correct problems encountered during integration and testing of those
modifications. Test support includes field or flight tests related to
the software or hardware modifications, or related to technical
demonstrations where accurate geolocation is required for a system
solution. In addition, the interested party shall install the required
equipment into a specified vehicle, provide air worthiness
qualification data, and support collection of data, if required.
Qualified and interested sources must also be able to provide a
qualified field service representative (FSR) to support CMES in the
field or when provided as GFE to another contractor and to provide
technical assistance from equipment check-out through equipment
repair/refurbishment. As CMES was purchased as a COTS item, the
Government neither possesses acompetitive technical data package, nor
owns the primary processing software. The Government licenses that
software. Interested parties must provide evidence of specialized
experience with ELINT and TDOA techniques. Interested parties must be
capable of providing COTS hardware form, fit and function compatible
with the current CMES; and of repairing existing items, collecting
performance data, compiling results, comparing performance with system
specifications and analyzing test results, and procuring software
licenses from various vendors as required. This is not a request for
