synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotations are being requested and a written
solicitation will not be issued. Solicitation 53SBNB960092 is issued as
a Request for Quotation (RFQ) using Simplified Acquisition Procedures.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-11. The
Standard Industrial Classification (SIC) code is 5049 and the size
standard is 100 employees. This action is set aside for small business.
The Contract Line Item Number (CLIN), quantities, and unit issues are
as follows: CLIN 0001, 1 each Contact Angle, Surface and Interfacial
Tension Measuring Instrument consisting of the following
specifications: 1) Instrument capable of measuring surface tension on
samples with viscosities up to 100,000 mPa.s usingplate method; 2)
Interfacial tension in push or pull direction (minimum lower limit 1
mN/m or better); 3) Measuring range 0-999 mN/m; 4) Precision +/-0.01
mN/m using either ring or plate method; 5) Automatic corrections for
ring data; 6) Platform position resolution +/- 0.5 micrometer
Capability of measuring critical micelle concentration, dynamic contact
angle and adsorption behavior of porous solids, powders and fibre
bundles; 7) And possibility of density of liquids determination.
Temperature control capability with thermostatic bath; 8)
Built-in-stirrer; 9) Temperature range -- 10 degree C to + 100 degree
C or larger; 10) +/- 0.1 degree C precision. 11) Data output format
serial, RS 232C, printer; 12) Microprocessor capability to control
external solution dosing device with linear or exponential control; 13)
Built-in damping suspension on measuring apparatus; 14) Automatic
calibration of measuring system. CLIN 0002 One day on-site training;
CLIN 3 One year warranty. Required delivery within 60 days from
contract award. FAR 52.247-34 FOB Destination, Delivery location is
National Institute of Standards & Technology, Building 301, Shipping
and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001. The
provision at FAR 52-212-1, Instructions to Offerors -- Commercial Items
is applicable to this acquisition. The provision at 52.212-2,
Evaluation-Commercial Items, applies to this acquisition. The
Government will make award to one offeror. Award will be made to the
offeror whose quote offers the best value to the Government, technical,
price, and other factors considered. The Government will evaluate
information based on the following criteria listed in descending order
of importance with the TECHNICAL FACTORS when combined are
significantly more important than price. 1) Technical capability to
meet the agency need; and 2) Past Performance. (Offerors must provide
a list of at least three (3) references confirming the installation and
use of these instruments). Technical capability factor is worth
slightly less than three-fourths of the total point score. Past
Performance factor is worth slightly more than one-fourth of the
technical points. Technical and Past Performance, when combined, are
significantly more important than price. Offerors shall comply with the
provision at FAR 52.212-1(b) and submit 1) Three (3) copies of
quotation which addresses CLIN's 0001-0003; 2) three (3) copies of
technical description of the items being offered in sufficient detail
to evaluate compliance with the requirements in this solicitation; 3)
Two (2) copies of the most recent published price list(s); And 4) Two
(2) copies of a list of references. The list of references shall
include at minimum: the name of the reference contact person and the
company or organization; the telephone number of the reference contact
person; the contract or grant number; the amount of the contract and
the address and telephone number of the Contracting Officer if
applicable; and the date services were completed. Offerors shall
include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items which may be
downloaded from http://www.nist.gov/admin/od/contract/repcert.htm. The
clause at FAR 52.212-4, Contract Terms and Conditions-Commercial
Items, and the clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, including subparagraphs (11) 52.222-21
(12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (16)
52.225-3, (21)(ii) 52.225-21; and Department of Commerce Agency Level
