66 -- AUTOMATIC FLASH POINT TESTER AND AUTOSAMPLER SOL RFQ-GA-99-00019 DUE 072399 POC Larry LaRue, 706-355-8512 The U. S. Environmental Protection Agency has a need for one (1) Automatic Pensky-Martens Flash Point Tester. This instrument will be used for the determination of liquids and solids over a temperature range of 10 to 100 degrees C (50 -- 212 degrees F). It must be microprocessor controlled, and capable of utilizing rapid search or user defined programs in addition to internally stored ASTM programs. Either gas or electric ignition systems are acceptable. The system shall include a safety shutoff system and cool down fan. Test results, both corrected and uncorrected for atmospheric presure, and current test status shall be displayed in a readable electronic format. The system must be capable of operating either as a standalone or interface with a computer and have all necessary windows software. One (1) autosampler changer is also required and shall be capable of holding a minimum of 12 samples, and must come with all supporting hardware sufficient to support the number of samples in the changer. Examples of supporting hardware are test cups and covers, ignitors, and multi sensors. These are provided as examples only. Offerors should not limit their quotes to these items only, but should include all necessary supporting hardware in sufficient quantities that will be required to support the system being offered. One (10) printer with serial and parallel ports is also required. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued as an Request For Quotation. The RFQ number is; RFQ-GA-99-00018. Offers must be received at the U. S. Environmental Protection Agency, 980 College Station Road, Athens, GA 30605, Attention Larry LaRue by COB July 23, 1999. Offerors should submit along with their pricing proposal, a detailed description of the equipment being offered. The description should be in sufficient detail in order to allow the Government to evaluate it against the above requirements, and fully understand the operation of the system being offered. Award will be made to the lowest priced responsive responsible offeror whose offer meets or exceeds the Governments requirements. Product delivery is required within 30 calendar days after issuance of a purchase order by the Government. The SIC applicable to this requirement is 3826.
