541-0635 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS
PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is UKC019 and the solicitation is being issued as
a Request for Quote (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-11. The Environmental Protection Agency (EPA) anticipates
that the contract will be awarded as a result of full and open
competition. A firm-fixed-price purchase order is anticipated to result
from the award of this solicitation. The associated Standard Industrial
Code (SIC) is 8731. This procurement requires the contractor to provide
data on the phytotransformation processes for the degradation of the
chlorinated solvent perchloroethene (PCE). The data are specific for
the Orlando Naval Training Center, Orlando, FL. The samples and data
are thus site specific. STATEMENT OF WORK: (1). Develop and provide
general analytical methods, for investigating natural attenuation and
the phytotransformation of PCE. Analytical methods needed to be
developed to monitor the volatile compounds PCE, TCE, cis and
trans-dichloroethene and vinyl chloride in sediment cores and in plant
materials in the low ppb range. The contractor must insure that the
chlorinated organic compounds do not volatilize from the samples. Also
methods shall be developed to isolate and quantitatively analyze for
derived chlorinated ethanols and haloacetic acids. Report shall include
all raw data and be submitted on paper and computer disk. The
contractor shall provide chromatogram, retention times and standards of
all transformation products. Collect surface sediment and 8 core
samples (from surface down to 40ft) from a PCE contaminated site at the
former Orlando Naval Training School, Orlando, FL. (2). A contractor
for the Orlando Naval Training Center will provided 10 sediment cores
obtained from site. Characterize the 10 sediment/soil samples and
aquifer material samples to include organic carbon, pH, Eh and size
distribution. Determine sorption coefficients (Koc). Determine
disappearance rate constants in triplicate (natural attenuation) for
PCE in the 10 solids to water ratio of 1 to 5 (wight/weight). If TCE is
formed as a major product, determine it's disappearance constant under
the same reaction conditions in the solids samples in which it is
detected. Transects showing the sampling location shall be provided.
Product shall include all data, detailed write up of field sampling
protocols, details of data attenuation and kinetic transformation rate
constants. The report shall be submitted on paper and computer disk.
(3). Collect 10 samples of representative terrestrial and wetland
vegetation from the Orlando Naval Training School Site, Orlando, FL.
EPA shall accompany the contractor to the site and assist in the plant
selection. Split the samples for the following two sets of
measurement. One part of each of the 10 plants shall be analyzed for
PCE, TCE, dichloroethene, the derived chlorinated ethanols and
chlorinated ethanols and chlorinatedf acetic acids. The other part of
each of the 10 samples shall be incubated with PCE, TCE,
dichloroethene, the derived chlorinated ethanols and chlorinated acetic
acids. The other part of each of the 10 samples shall be incubated with
PCE to test for enzymatic activity. This shall be done by determining
disappearance rate constants for the plant samples using 100ppb of PCE
dissolved in water and 1 to 5 ratio of plant to water ( wet
weight/weight). Products should be identified when and where possible.
Estimate contaminant mass balance and provide reaction pathways for
the plant systems that show degradation of PCE. Report shall include
all data, copies of methods and materials and computer files. The
report shall be submitted on paper and computer disk. (4). Based on the
results of the above studies, develop and analytical plan to monitor
the PCE in sediments/soils and plants and its major degradation
products at the Orlando Naval Training site. Provided the necessary
kinetic and product distribution data for modeling and evaluation of
phytoremediation. This plan shall include the number of plant samples
and soil samples to be analyzed, the PCE products to analyze for, the
time intervals for analysis. The report shall be submitted on paper and
computer disk. PERIOD OF PERFORMANCE: Effective date of purchase order
-- March 15, 2000. Quotations will be evaluated using the following
technical capabilities criteria: 1.) Experience with similar upgrade
projects; 2.) Past performance -- provide 3 references. Award will be
made to the lowest priced offer meeting all of the technical
requirements. The following FAR provisions apply to this solicitation:
52.212-1, Evaluation-Instructions to Offerors-Commercial; 52.212-2,
Evaluation-Commercial Item. Evaluation criteria to be included in
paragraph (a) of provision 52.212-2 are as follows: (I) technical
capability to meet the Government requirements; (ii) past performance;
(iii) price, in decreasing order of importance. Technical and past
performance, when combined, are significantly more important than
price. All offerors are to include with their offers a completed copy
of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The following FAR clause applies to
this acquisition: 52.212-4, Contract Terms and Conditions-Commercial
Items and 52.217-7, Option for Increased Quantity -- Separately Priced
Line Item. The following additional FAR clauses which are cited in
clauses 52.212-5 are applicable to the acquisition: 52.203-6,
