The National Institute of Standards and Technology (NIST) intends to acquire technical support services on a sole source basis from Dr. Lu Deng, Gaithersburg, Maryland in the installation of the large reflectometer on Beamline 7 at SURF III; in the development of a program for measuring the optical constants of ultrapure thin films; and in the development of a high resolution EUV camera. Deliverables shall include monthly progress reports. This is a sole source requirement because Dr. Lu Deng has expertise in the following: 1) the design of optical systems using refractive elements, normal incidence and grazing incidence reflective elements; 2) the design and operation of very high vacuum systems (pressures in the range of 10-9 Torr); 3) thin film fabrication and multilayer structure fabrication; 4) the use of high voltages (up to 30kV); 5) the acquisition of high resolution images and the subsequent computer processing of such images; 6) Nonlinear optical phenomena for stratified layered structures. This acquisition is to be accomplished under the authority of FAR 13.106(2)(b), only one source reasonably available. This notice is not a request for proposals. However, interested parties may identify their capability to satisfy the Government's requirements no later than the response date above. Capability statements shall include documentation of expertise in all areas described above. A determination not to compete this proposed order based upon responses to this notice is solely within the discretion of the Contracting Officer. A solicitation document is not available.
