this requirement. This acquisition is for Engineering Services for
C-130 Program element 41115, ASIP Task 2, for a force stuctural
maintenance program (FSMP) as part of a comprehensive aircraft
structural integrity program (ASIP). The purpose of this FSMP is to
provide a programmed approach to identiry inspection and modification
requirements and estimate the economic service life of the C-130
aircraft. MIL-STD-1530 also describes FSMP devleopement as part of the
original acquisition of the aircraft. The initial plan will be
developed based on the design service life, the usage spectra for each
mission design series (MDS), and the results from any full scale
testing. The first update will be based on utilization data from the
initial phase of the loads survey. Additional updates will be
accomplished peridically depending on the significance of changes to
the loads survey. Although this is the first FSMP for the C-130
aircraft, the critical elements of the FSMP already exist and the
primary purpose for this task is to formalize this information as a
maintenance mangement tool. Consequently, the FSMP will not go through
the standard MIL-STD-1530 development. The plan to be developed
hereunder will be based on not only what an initial plan will entail,
but will also consider utilization data and changes. The anticipated
period of performance is 14 months with the final report due in 16
months. Monthly status reports are required in addition to the final
report. The solicitation will only be posted on the indicated web page
and written solicitation will not be issued. Award is anticipated 30
Sep 99. As prime manufacturer of the C-130 aircraft, Lockheed Martin
Aeronautical Systems Company (LMAS) is the only source with the
required engineering data, finite element models, Durability and Damage
Tolerance Analysis (DADTA) capability, and service related history to
