District of Pennsylvania, the U.S. Probation Office for the Eastern
District of Pennsylvania, U.S. Pretrial Services Office for the Eastern
District of Pennsylvania, the Circuit Executives Office U.S. Court of
Appeals for the Third Circuit, the Third Circuit Staff Attorney's
Office, and the Third Circuit Court of Appeals Library (herein referred
to as the Courts) is seeking the services of a licensed vendor to
provide and install local dial tone and trunk services with digital and
analog facilities. The Courts are located within the Byrne/Green
Federal Courthouse complex located at 6th and Market Streets,
Philadelphia, Pennsylvania. The Contractor shall furnish all the labor
and materials to perform all the work required for the complete and
prompt execution for the proposed cut-over date of October 1, 1999. The
Courts are purchasing a new Lucent PBX telephone system to be installed
in the Byrne/Green Courthouse complex. The selected contractor for the
new PBX telephone system is Lucent. The specified DS1 facilities with
the digital trunks and the analog trunks shall be connected to the new
Lucent Technologies PBX telephone system to provide local dial tone
service for the Courts. The Contractor shall supply the following local
dial tone and trunk services with digital and analog facilities with
installation, acceptance testing, and documentation: 1) Seven Digital
Signal level 1 (DS1) circuits, 1.544 Megabits per second with
Integrated Services Digital Network Primary Rate Interface (ISDN PRI)
signaling, 2) 168 digital trunks on the DS1 circuits including: Direct
Inward dial (DID), and Direct Outward Dial (DOD), 3) a block of 2000
consecutive DID telephone numbers in the number range from 215-
nnn-4000 to 215-nnn-7999 where nnn is the three-digit prefix, 4) 200,
two-way analog trunks, 5) Local Number Portability, and 6)
Virtual-On-Net (VON) access to the Federal Telecommunications Service
(FTS2000) long distance service provider from all digital and analog
trunks. A firm-fixed price contract, with a base year and four optional
renewal years, is anticipated as a result of this acquisition. All
