This notice is to inform the contractors that the Government intend to award a contract on a Sole Source bases to Soils Ecology Restoration Group (SERG) at San Diego State University (SDSU) to research and develop innovative methods to implement land restoration and erosion control for National Training Center, Ft. Irwin, California. The contractor personal must have in depth knowledge of desert land restoration and analysis, experimental design, and statistical analysis. The goal of this work is to protect and preserve endangered species, such as threatened desert tortoise, and to control air pollution from fugitive dust caused by on going military training. SERG has demonstrated success on all of the above areas including development of innovative irrigation systems. Also, the SERG is the only experts to use fungal bacterial analysis to monitor the changes in below ground ecology that required for this project. The statutory authority permitting Other Than Full and Open Competition is 10 U.S.C.2304 (1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
