The Department of Veterans Affairs is seeking sources for nursing home care services. VA is interested in contracting with nursing home care providers for care of veterans over large metropolitan, regional, and.or multi-state areas, as well as areas that are some distance from VA medical centers and clinics. VA will be contracting for 44 levels of nursing home care, as defined by the Resource Utilization Groups (RUG-III). A description of the RUG-III ststem can be found in 42 CFR parts 409, et.al., published as an interim rule in FR Vol.63, No. 91, May 12, 1998, pages 26252-26316. In addition, as an optional service, VA is interested in contracting for special programs for select populations: mental health treatment units and ventilator care. These special services are optional. Organizations will not be penalized for not offering them. All nursing homes within a company would not be expected to provide any or all special services. The Community Nursing Home program is one of three programs serving veterans nursing home care needs. Currently VA has approximately 4,600 contracts with nursing homes nationwide to meet the needs of this program. Approximately 6,000 veterans receive care in a community nursing home on any given day at VA expense. Eligible service-connected veterans can receive care at VA expense indefinitely, while non-service connected veterans can receive a maximum of six months of care at VA expense. When possible veterans are placed close to their home and family, the placement of veterans is arranged by te local VA facility staff. VA currently spends $303 million per year on the Community Nursing Home program.
