This is the Solicitation Notice for an OMB Circular A-76 Cost Comparison Study for Pest Management Services at various Navy locations in San Diego County, CA. There are approximately 16 Government positions affected by this study. Services include, but are not limited to, service calls, nuisance pest control, structural pest control, stored products pest control, filth fly control, turf and ornamental pest control, and weed control. The performance period will be five years, including one base year and four (4) twelve month options. A performance-based combination firm fixed price, indefinite quantity type contract is anticipated. The standard industrial classification (SIC) code and size standard is 7342- $5M. This solicitation is set- aside for small businesses. In accordance with OMB circular A-76, the offer determined to represent the best value to the Government will be compared to the Government's proposal to perform said services. A contract will not be awarded unless the costs of contracting are lower than the costs of continued Government performance by a factor equal to or greater than ten percent of the government's personnel costs. Government personnel adversely affected by conversion of Government performed services to contract have Right of First Refusal for jobs for which they are qualified. The solicitation will be posted on 26 July 1999 with a closing date of 26 August 1999. A Pre-Proposal conference is tentatively scheduled for 5 August 1999.
