non-personal services as Russian Language Instructors: One Subject
Matter Expert-Military (DAJA02-99-Q-9206) and Four
Non-Military(DAJA02-99-Q-9207). 2. Minimum Qualifications for all
Russian Language Instructors: Fluent in the Russian language: read,
write and speak at a level consistent with a person indigenous to
Russia (5-Level ability as determined by US Govt Interagency Language
Roundtable skill level (USG ILR). Also, have a working knowledge of
English, to include proper English grammar, vocabulary and sentence
structure in both written and oral formats at the USG ILR 2-level. Be
a graduate of a 5-year University or military equivalent education
program (US Masters Degree equivalent). Have cumulative personal and
work experience of at least ten years in the Former Soviet Union or
(Commonwealth of Independent States (C.I.S.)political or military
systems within the last five years. Experience must be as a resident,
living and working within the system. Have experience as an instructor
of Russian language to the adult foreigners of no less than 2000 class
hours with demonstrated ability to conduct intensive Russian language
classes at the basic, intermediate, and advanced levels. Must have
taught the target language in a post-secondary educational institution,
e.g. University or college. High school and the German Volkshochschule
or their equivalents are not acceptable. The hours need not be
consecutive but must have been within the last five years. Experience
may be either civilian, military, or any combination thereof.
Additional Qualifications Considered: Ph.D. (or its equivalent in the
C.I.S.) in humanities; two years experience in developing instructional
materials for teaching at the University level; ability to use
state-of-the-art computer programs and Internet for the Russian
language course development. Documentation supporting the above minimum
qualifications is required. This can be in the form of academic
records, military records, residency documents, etc. NOTE: At any time
prior to award or during the contract period, the Government (at its
own expense) reserves the right to test any contractor, and to choose
the method of testing in accordance with USG ILR standards. 3.
Additional Qualifications for Subject Matter Expert-Military
(Solicitation DAJA02-99-Q-9206): In addition to the above minimum
qualifications: Must be former Active Duty Military or a civilian with
an extensive background in military strategy. 4. The proposed
contracts will support the George C. Marshall European Center for
Security Studies, Garmisch-Partenkirchen, Germany. 5. The period of
performance follows and is Subject to Availability of Funds in
accordance with FAR 52.232-19: Basic Contract 01 Oct 99 through 30 Sep
