more information. The Fleet and Industrial Supply Center, San Diego, CA
Monterey site (FISC SD, Mtry Site) intends to negotiate an a sole
source basis, under the authority of FAR 13.106-1(b) with Mr. Archie
Barrett, to develop and teach a graduate-level course on Congress and
the U.S. defense policy making process. The contractor will also be
required to serve as advisor to graduate thesis students and serve as
a class resource to provide instruction on the congressional
perspective in a number of courses offered by the NSA department. 1)
The contractor shall develop and teach a course which focuses on
specific cases to convey to thestudent how Congress fulfills its
defense-related responsibilities. The central focus of the course shall
be the four-year legislative process leading to the passage of the
Goldwater-Nichols Department of Defense Reorganization Act of 1986.
Areas covered shall include hearings; investigations; interactions with
the Department of Defense, congressional staff activities, staff
relationship to legislators, development of legislative language,
development of legislative strategy, subcommittee, full committee, and
floor debate, conference between the two houses, oversight of the
legislation after enactment. In addition to learning about the
legislative process, the student should gain an understanding of the
legal foundation of civil-military relations and civilian control of
the military; civil and military chains of command and the elements of
the Department of Defense the Office of the Secretary of Defense, the
Military Departments and Services, the Joint Chiefs of Staff and their
chairman, the Joint Staff andthe joint specialty provisions governing
joint assignments, the combatant commanders (CINCs), and the defense
agencies. Other cases that may be covered are: professional military
education (the Skelton Report), investigations (the Beirut terrorist
attack), civilian workforce (the Defense Acquisition Workforce
Improvement Act), evaluation of operations (Persian Gulf War
assessment), and special operations legislation. 2) The contractor
shall develop and teach lessons and serve as a classroom resource, in
courses offered and projects sponsored by the department of National
Security Affairs. The topics shall include selected aspects of the
areas named in paragraph 1 and other topics to include: resource
allocation, manpower issues, the relationship between strategy and
force structure, and reserve component/Total Force issues. 3) The
contractor shall serve as a thesis advisor to at least two graduate
thesis students in the Department of National Security Affairs.
DELIVERABLES: 1) Develop and teach the course onCongress and U.S.
defense policymaking process to include syllabus, lesson plans, reading
lists, lectures, grading, and office hours for student questions and
inquiries. The contractor shall provide informal monthly status reports
on the course development and a classroom journal on the delivery of
the course. All course material developed will become property of NPS.
This course shall be delivered in the Fall Quarter, Academic Year (AY)
2000. The NPS class scheduler has not determined what is the exact time
and place of this course at this time. 2) Develop and teach lessons and
serve as a class resource and various projects sponsored in the
Department of National Security Affairs. The courses and projects will
take place during the Summer Quarter AY99, and Fall Quarter AY2000.
The contractor shall provide monthly informal report on all materials
developed and taught and the classroom journal. 3) Serve as a thesis
advisor during the Summer Quarter, AY99 and the Fall Quarter, AY2000.
The contractor shall provide informal monthly progress report on the
progress of the students. PERIOD OF PERFORMANCE: 31 July 1999 through
31 December 1999. PLACE OF PERFORMANCE: The work will be performed at
NPS. GOVERNMENT FURNISHED PROPERTY: Office space, and the classroom for
delivery of course AA-4703 will be provided by the Department of
National Security Affairs. TRAVEL: Travel will be required in
performance of these tasks. It is anticipated at least two trips to
Washington, D.C. will be required. Exact dates, times and places of
travel is not determined at this time. The contractor shall be
available to perform travel as required in performance of these tasks.
