Y -- PRE-SOLICITATION FOR NEW U.S. DISTRICT COURTHOUSE ANNEX SOL GS-08P-99-JFC-0009 POC Dannie Crowder -- Contracting Officer Construction of a new U.S. District Courthouse annex including site improvements and minor renovation to the existing U.S. District Courthouse totaling approximately 35,300 gross square meters. The new annex facility is eleven stories and will contain 17 courtrooms with associated Judges chambers, support space and U.S. Marshals Service space. The project is a "metric" design and consists of all labor, equipment, material, transportation, and supervision necessary to construct the new U.S. District Courthouse annex facility and site improvements located downtown Denver, Colorado. Estimated price range is $70,000,000.00 to $80,000,00.00. The procurement will be accomplished by use of the "Two-Step Sealed Bidding" procedures. Step one requires the offeror to submit a technical proposal, without pricing. The Government will evaluate and, if necessary, discuss the technical proposal with the offerors to determine the acceptability of the services offered. All responsible sources may submit a proposal, which shall be considered by the agency. Step two involves the submission of "priced" bids by only those firms who have been determined most technically qualified under step one. Request for Technical Proposals will be issued o/a July 22, 1999, with responses due o/a September 2, 1999. A pre-bid conference is tentatively scheduled for October 6, 1999 at the Denver Federal Center, Denver, Colorado. This procurement is open to large and small business under the Small Business Competitiveness Demonstration Program.
