Sealed bids from all business concerns will be accepted for the St. Marks National Wildlife Refuge Project PLH-STMA 59(1), in Wakulla County, Florida. The project consists of the rehabilitation of County Road 59 (Lighthouse Road) from U.S. Route 98 to the Lighthouse Parking Area, and other miscellaneous work. Principal items of work and approximate quantities are as follows: Staked Silt Fence, 55,000 linear feet; Limerock Base, 3,500 Tons; Asphalt Base Course Type III, 14,900 Tons; Type S-1 Asphaltic Concrete, 14,900 Tons; Riprap (Rubble), 2,900 Tons; Skip Traffic Stripe, 45,000 linear feet; and Solid Traffic Stripe, 180,000 linear feet. The project is expected to fall within the price range of $1,000,000 and $5,000,000. Invitation for Bids No. DTFH71-99-B-00025 will be issued on or about July 23, 1999. The following applies to Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization has bonding programs to assist minority, women-owned and disadvantaged business enterprises in acquiring short-term capital and bonding assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000 to provide accounts receivable financing. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1,000,000 per contract. DOT provides an 80 percent guaranty on the bond amount to a surety against losses.
