proposed scope of work for this requirement is to provide a distributed
processing building control system to implement direct digital control
of the existing air handling units and mechanical systems in the
building. The building control system will include an Operator's
Workstation and related automatic temperature control work for a
complete and functional system. The work includes cutting, patching and
painting and mechanical work for the demolition of the existing
controls and provisions of the new building control system. The work
shall be performed on a system-by-system basis to maintain the building
heating, ventilating and air conditioning system for full operation
throughout the duration of the contract. The work of the project
includes extensive commissioning of the completed system, training and
a 120-day performance-testing period to verify system operation after
completion of the construction and commissioning work. The Government
intends to procure this requirement through the two-step sealed
bidding process. Step One consists of the request for, submission,
evaluation, and (if necessary) discussion of a technical proposal
consisting of the engineering approach, special manufacturing
processes, and/or special testing techniques as specified in Section
00120 of the Technical Specifications. No pricing or pricing
information shall be included in Step One. Step Two involves the
submission of sealed priced bids by those who submitted acceptable
technical proposals in Step One. The General Services Administration
will only make this solicitation available electronically. Interested
parties may access the solicitation at http://www.eps.gov. This site
provides instructions for downloading the solicitation files and
drawings. There will be no bidders' list established for this
solicitation. Technical Proposal Invitation Date/Electronic Posting
Date is July 22, 1999. Technical Proposal Due Date is August 20, 1999.
In accordance with the specification requirements, technical proposals
shall be submitted by August 20, 1999, by 2:30 PM, EST, to the
following address: GSA, NCR, ROB, Bid Activity -- Room 1065, 7th & D
Sts., SW, Washington, DC 20407. Estimated Cost Range: Less Than
$250,000. Construction Period: 365 calendar days after receipt of the
Notice to Proceed. Liquidated Damages: $250.00 per day of delay.
Standard Industrial Classification (SIC) Code is 1711 and the Small
Business Size Standard is $7.0 million. This solicitation is not
set-aside for small business concerns. However, this procurement is
being made under the Small Business Competitiveness Demonstration
