The proposed scope of work for this requirement is to provide a distributed processing building control system to implement direct digital control of the existing air handling units and mechanical systems in the building. The building control system will include an Operator's Workstation and related automatic temperature control work for a complete and functional system. The work includes cutting, patching and painting and mechanical work for the demolition of the existing controls and provisions of the new building control system. The work shall be performed on a system-by-system basis to maintain the building heating, ventilating and air conditioning system for full operation throughout the duration of the contract. The work of the project includes extensive commissioning of the completed system, training and a 120-day performance-testing period to verify system operation after completion of the construction and commissioning work. The Government intends to procure this requirement through the two-step sealed bidding process. Step One consists of the request for, submission, evaluation, and (if necessary) discussion of a technical proposal consisting of the engineering approach, special manufacturing processes, and/or special testing techniques as specified in Section 00120 of the Technical Specifications. No pricing or pricing information shall be included in Step One. Step Two involves the submission of sealed priced bids by those who submitted acceptable technical proposals in Step One.
