14 -- SOLICITATION OF MANUFACTURING SOURCES FOR THE VARIOUS PRODUCTION COMPONENTS AND CONTAINERS FOR THE SIDEWINDER AIM-9M MISSILE POC Contact: Gilbert Naru, Phone (301) 757-7048, Fax (301) 757-7054 E-MAIL: NaruG@navair.navy.mil, NaruG@navair.navy.mil. This is a Sources Sought Synopsis for soliciting of Industry Interest for Manufacturing Sources for the components listed below for the Sidewinder AIM-9M Missile. The Sidewinder AIM-9M Missile is a state of the art, air-to-air missile used by the USN, USAF and International forces on various fighter aircraft. The Government intends to award a separate and distinct firm fixed price contract for each of the following components with their respective containers. MK1 MOD2 Wing Assembly and Container: MK1 MOD2 Wing Assembly. The wing is approximately 2 feet long and 1 foot high and consists of a machined, composition 2618 aluminum structural forging with honeycomb cores and steel skins coated with an ablative thermal coating. The wing also contains mechanical dampers, rolleron and cager assemblies, which act to minimize missile roll during free flight. The technical data package for the Wing Assembly is UNCLASSIFIED. BSU-32/B Fin Assembly and Container: BSU-32/B Fin Assembly. The fin is double-delta airfoil, approximately 8.5 inches high, 8 inches wide and consists of a machined, PH-17-4 stainless steel investment casting. The technical data package for the Fin Assembly is UNCLASSIFIED. WDU-17/B Warhead Assembly and Container: WDU-17/B Warhead Assembly. The Warhead is approximately 15 inches long, 5 inches in diameter, and consists of a PBXN-3 explosive main charge, booster plates, transfer tube, and titanium rods encapsulated on a machined aluminum structural element. The technical data package for the Warhead Assembly is CLASSIFIED CONFIDENTIAL. MK36 MOD11 Rocket Motor and Container: MK36 MOD11 Rocket Motor is approximately 71 inches long, 5 inches in diameter, and consists of a reduced smoke propellant cast into a steel tube; three hanger attachment lugs, igniter, and mechanical arming handle. The technical data package for the Rocket Motor is CLASSIFIED CONFIDENTIAL. MK13 MOD2 Safe Arm Device and Container: MK13 MOD2 Safe Arm Device is approximately 6 inches long, 1.5 inches in diameter, and consists of an electro-mechanical arming system with explosive leads and detonator. The technical data package for the Safe Arm Device is UNCLASSIFIED. DSU-15B/B Target Detector and Container: The DSU-15B/B Target Detector is approximately 6 inches long, 5 inches in diameter, and contains transmitter, receiver, signal processing logic, dc-dc converter, and thermal battery. The Target Detector acts as a narrow beam active optical proximity fuze device for the Sidewinder missile. The technical data package for the Target Detector is CLASSIFIED CONFIDENTIAL. The technical data package (TDP) and product baseline list (PBL) for the above identified components will be available for review at the Sidewinder Technical Office located at the Naval Air Warfare Center/Weapons Division, (NAWC/WD), China Lake, California for a period of 30 days, beginning July 19, 1999. No TDP's or PBL's will be permitted to leave the facility for this preliminary review. The China Lake coordinators prior to their release to the individuals will review any and all notes, taken by the contractor attendees. Only one company will be permitted to review a TDP and PBL on a particular day. Arrangements for the required security clearances and the viewing the TDP's and PBL's shall be coordinated with Ms. Carolyn Smith (commercial (760) 939-8488) at NAWC/WD China Lake, CA. As a minimum, 5-business day's notification is required prior to reviewing any documentation. The Government intends to have an Industry Day/Pre-Solicitation Conference at the NAWC/WD China Lake, CA. facility on 24 August 1999 for those manufacturers that may have questions on the respective components and their requirements and intend to respond to the Governments' solicitations. Those Contractors, after reviewing the specific TDP's and PBL's, who believe they possess the demonstrated expertise and experience in the manufacture and production of the above specified components shall submit a statement of their capabilities along with documentation of their security clearance to: Commander, Naval Air Systems Command, 47123 Buse Road, Suite 453, Attn: Mr. Gilbert Naru, AIR-2.2.2.1.5, Patuxent River, MD 20670-1547, no later than September 1, 1999. Firms responding shall indicate whether or not they are a large business, small business, or small disadvantage business with their statement of capabilities.
