provider shall provide personnel to operate and maintain (1) LCU 1676
and (1) LCU 1668. The LCU 1676 is the primary vessel, and the LCU 1668
will only be operated in the event of a casualty to the primary vessel.
The vessels provide vehicle and passenger ferry services between Naval
Station Roosevelt Roads and the Island of Vieques. The contractor
shall provide personnel to operate, assist in cargo loading and
unloading, and maintain the vessels. The vehicles being transported
will carry various types of ammunition. The ammunition will be loaded
onto all vehicles by Navy personnel. The contractor is not required to
handle ammunition. The work stated herein shall be performed at Naval
Station Roosevelt Roads Puerto Rico, and the surrounding vicinity. The
LCU 1676 will be located in Norfolk, VA area, and it is the
responsibility of the contractor to move the vessel to Roosevelt Roads
upon award. The LCU 1668 will be in the Norfolk, VA area, and it is
the responsibility of the contractor to move the vessel to Roosevelt
Roads on or about 1 November 1999. The term of this contract is 18
months beginning on or about 30 August 1999. Normal operations will be
conducted from 0700 to 1630 Monday through Friday. However, the
Government reserves the right to alter the work hours to meet
operational demands. The contractor will be given 24 hours notice for
a change in the normal working hours. The Government intends to solicit
and award a contract utilizing Commercial Item Format (FAR Part 12)
within the parameters of the Test Program for Certain Commercial Items
(FAR Part 13.5). The Government intends for this requirement to be a
small business set-aside. The solicitation issue date is o/a 23 July
1999. The Government intends to have a vessel survey o/a 2 August 1999
in Little Creek, VA. Interested firms must submit a request for
