Business Center intends to negotiate a commercial (FAR Part 12) sole
source contract with Avotec, Inc., Jensen Florida, under the authority
of FAR 6.302-1. Only one responsible source and no other supplies or
services will satisfy agency requirements. A justification for other
than full and open competition is being prepared in support of this
acquisition. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular (FAC)
97-04. Avotec, Inc. manufactures and distributes the Combined FMRI
Research System Model SV-3500, which includes Model SS-2100 audio (R)
and Model SV-2400 video (R). Included with Model SV-3500 are two
additional sets of cables, installation and on-site training, and a
Silent Scan three year warranty. Combined as a single system SV-3500,
the two components are the only components, which will interface
successfully to form a complete functional Magnetic Resonance Imaging
research stimulation device. The patented design is the only system
available that has no potential for introducing any artifact or
interference into the delicate imaging process. Avotec, Inc. is sole
manufacturer and sole distributor of this fiber optic audio and visual
stimulation/presentation equipment for use in psychiatric research. No
other manufacturer, company or distributor is able to provide the
SV-3500 system. Interested persons may identify their interest and
capability to respond to the requirement or submit a proposal. This
notice is not a request for competitive proposals. The proposed
contract action is for supplies for which the Government intends to
solicit and negotiate with only one source. The estimated cost is
$43,000.00. All proposals received by 4:00 p.m. Pacific Daylight Time,
July 14, 1999 will be considered by the Government. A determination by
the Government not to compete this proposed contract based on responses
to this notice is solely within the discretion of the Government.
