U.S EPA National Risk Management Research Laboratory intends to negotiate on a sole source basis with Rupprecht & Patashnick Co. for the procurement of a Diesel Particulate Monitoring System to provide real time particle mass data in diesel exhaust plumes. The system shall be capable of (1) mass concentration range of 0.2 mg.m the the third degree to 5 g/m to the third degree, (2) mass resolution rate = +/- 1.0 x 10 to the eigth degree g/sec; concentration = +/- 0.2 mg/m to the third degree and, (3) response time of at least less than 0.5 seconds. EPA source research indicates that Rupprecht & Patashnick Co. is the only source capable of providing such a system. However, any firm believing itself capable of meeting the requirements may submit technical documentation to demonstrate its potential of doing so. Otherwise, EPA will proceed to negotiate with Rupprecht & Patashnick Co.. This acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures. The proposed purchase order is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. An RFQ will not be issued. However, all quotations received by 07/22/99 will be considered by the Government. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
