issue a Request for Quotation (RFQ) for a Salt Pill for the
Submillimeter And Far Infrared Experiment (SAFIRE) instrument with the
specifications listed in the attached Statement of Work (see NOTES).
The SAFIRE instrument is a far infrared spectrometer that uses very low
temperature detectors to achieve extremely high sensitivity. These
detectors require cooling to temperatures below 0.1K. This procurement
is being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GSFC intends to purchase the items from the University of
Wisconsin, Space Science & Engineering Center. Only the University of
Wisconsin has shown the capability of providing a Salt Pill compatible
with the high cooling power requirements of SAFIRE. They have
developed the expertise to manufacture a Salt Pill over the last
several years and are currently producing a duplicate of the SAFIRE
Salt Pill for the SOFIA/HAWC instrument. The University of Wisconsin is
the only source that can deliver the required part meeting space flight
quality requirements in the time allowed for the fabrication of the
subsystem. The Government intends to acquire a commercial item using
FAR Part 12. Interested firms have 15 days from the publication of this
synopsis to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. Any
