OrozcoR@navair.navy.mil. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; a proposal
is being requested and a written solicitation will not be issued.
Solicitation N61339-99-Q-4016 is issued as a request for proposal and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-12. The solicitation shall be awarded on a sole
source basis to Digital System Resources, Inc. (DSR), 12450 Fair Lakes
Circle, Fairfax, VA 22033. The items to be procured utilize a training
database available only from DSR. Trainer software and database
generation processes are proprietary to DSR. The SIC Code for this
solicitation is 3699 with a size standard of 750 employees. The
following items are required: CLIN 0001, Two (2) Acoustic Rapid COTS
Insertion (A-RCI) Trainer Systems, and; CLIN 0002, Labor for assembly,
installation, and test in support of CLIN 0001. The following
Statement of Work applies: "1.0 BACKGROUND: To assist in the training
of Sonar Operators for the A-RCI (Acoustic Rapid COTS Insertion) Phase
II TB-16/23 System, a need exists to have a preliminary training
workstation which can be used during and after the installation of the
actual Phase II system on the submarine. 2.0 SCOPE OF WORK: The
contractor shall provide the personnel and support necessary to install
an A-RCI TB-23 Trainer at Navy Submarine School, Groton, CT. and Naval
Submarine Training Center Pacific Detachment, San Diego CA. The
systems shall be functionally identical to the A-RCI TB-23 trainers
currently located at Pearl Harbor, HI and Norfolk, VA. 3.0 TASKS TO BE
PERFORMED: The Contractor shall furnish the requisite labor,
materials, and travel to accomplish the required tasking described
herein to support the Navy's program objectives. The contractor shall
assemble each TB-23 trainer from the following components: 1. Sun 300
mhz Ultra Sparc II Work Station; 2. (2) Sun 21" Monitors; 3. (2) SUN
TGX+ graphics cards; 4. (2) Fujitsu 9gb internal disk drives; 5.
Seagate 9gb external disk; 6. Keyboard; 7. Mouse; 8. CD-ROM; 9. Floppy
Drive; 10. SBus Ethernet card; 11. Sony AIT Tape Drive; 12. DSR
display processor software; 13. Users manual; 14. (4) data set tapes;
15. Acceptance test procedures. Each system shall provide complete
TB-16/23 operational displays. The displayed data will be derived from
Data Sets selected by the Navy and integrated by DSR. The system
output is sent to two (2) 20" monitors for display during training
sessions to simulate the CDWS consoles. The contractor will install and
test one each TB23 trainer at Naval Submarine School Groton, CT. and
Naval Submarine Training Center Pacific Detachment, San Diego, CA ."
Delivery shall be made no later than 03 Sep 99 to Naval Submarine
Training Center Pacific, Detachment San Diego, San Diego, CA and Naval
Submarine School, Groton, CT.; acceptance shall be made at destination
upon delivery. Delivery shall be made FOB Destination. The following
FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1,
52.212-3, 52.212-4, 52.212-5, 252.212-7001. The following subparagraphs
of FAR 52.212-5(b) apply: (11), (12), (13), (14), (15) and (16). The
following subparagraphs of FAR 52.212-5(c) apply: None. The following
clauses of DFARS 52.212-7001(b) and (c) apply: 252.227-7015,
252.227-7037. A completed copy of the following must be included with
the proposal: FAR 52.212-3 and 52.225-1. The following clauses also
apply: DFARS 252.204-7004, "Required Central Contractor Registration,";
FAR 52.227-19 "Commercial Computer Software -- Restricted Rights"; and
"Year 2000 Warranty-Commercial Supply Items -- The contractor warrants
that each hardware, software, and firmware product delivered under this
contract and listed below shall be able to accurately process date data
(including, but not limited to, calculating, comparing, and sequencing)
from, into, and between the twentieth and twenty-firstcenturies,
including leap year calculations, when used in accordance with the
product documentation provided by the contractor, provided that all
listed or unlisted products (e.g. hardware, software, firmware) used in
combination with such listed product properly exchange date data with
it. If the contract requires that specific listed products must perform
as a system in accordance with the foregoing warranty, then that
warranty shall apply to those listed products as a system. The duration
of this warranty and the remedies available to the Government for
breach of this warranty shall be as defined in, and subject to, the
terms and limitations of the contractor's standard commercial warranty
or warranties contained in this contract, provided that
notwithstanding any provision to the contrary in such commercial
warranty or warranties, the remedies available to the Government under
this warranty shall include repair or replacement of any listed
product whose non-compliance is discovered and made known to the
contractor in writing within ninety (90) days after acceptance. Nothing
in this warranty shall be construed to limit any rights or remedies the
Government may otherwise have under this contract with respect to
defects other than Year 2000 performance." The DPAS rating for this
solicitation is N/A. See Note 22 (forty-five days is changed to read
